Reference Catalogue of Encouraged Printing Projects (2014)

In accordance with the requirements of the "Twelfth Five-Year Plan for the Development of the Printing Industry" of the former General Administration of Press and Publication, and the entries related to the development of the printing industry in the "Guiding Catalogue for Industrial Structure Adjustment (2011 Version) (2013 Amendment)" (hereinafter referred to as the "Industrial Catalogue") and the "Catalogue of Encouraged Imported Technologies and Products (2014 Edition)" (hereinafter referred to as the "Encouraged Catalogue") of the National Development and Reform Commission, and in light of the actual development of the printing industry in this province, the Reference Catalogue of Encouraged Printing Projects (2014) is hereby formulated.

I. General requirements for encouraged printing projects

It shall conform to the overall development direction of printing technology, namely "digital and networked prepress, multi-color printing, diversified and automated postpress, and high-quality and serialized equipment and materials"; conform to the implementation requirements of green printing; and conform to the requirements for promoting digital printing and printing digitalization.

II. Relevant industrial encouraged development entries that encouraged printing projects conform to

1. Development, production and application of biodegradable plastics and their series of products (Industrial Catalogue, encouraged category - light industry - Article 5).
2. Development and application of high-tech and digital printing technologies and high-definition plate-making systems (Industrial Catalogue, encouraged category - light industry - Article 12).
3. New packaging materials such as vacuum metallization, silicon oxide spraying, polyvinyl alcohol (PVA) coated films, functional polyester (PET) films, oriented polystyrene (OPS) films, and paper-plastic based multi-layer coextrusion or lamination (Industrial Catalogue, encouraged category - light industry - Article 14).
4. Two-color and above metal sheet printing, supporting UV curing, sheet film lamination, and high-speed food and beverage can processing and supporting equipment manufacturing (Industrial Catalogue, encouraged category - light industry - Article 15).
5. Supply chain management technical services for publications and other cultural products (Industrial Catalogue, encouraged category - modern logistics - Article 4).
6. Construction and services of emerging cultural and technological support technologies such as digital technology, high-fidelity simulation technology and high-speed computing technology (Industrial Catalogue, encouraged category - science and technology services - Article 5).
7. Construction of facilities for culture and art, press and publication, radio, film and television, mass culture and science popularization (Industrial Catalogue, encouraged category - education, culture, health and sports services - Article 5).
8. Cultural and creative design services (Industrial Catalogue, encouraged category - education, culture, health and sports services - Article 7).

III. Technical applications and parameter indicators of encouraged printing projects

1. Sheet-fed single-side multi-color offset press in folio size: printing speed > 15,000 sheets/hour, sheet size ≥ 720×1020mm, 4 colors and above.
2. Sheet-fed double-side multi-color offset press in folio size: printing speed > 13,000 sheets/hour, sheet size ≥ 720×1020mm, 4 colors and above.
3. Full-size and super full-size sheet-fed single-side multi-color offset press: printing speed > 13,000 sheets/hour, sheet size ≥ 1000×1400mm, 4 colors and above.
4. Web offset press: printing speed ≥ 30,000 sheets/hour (web width ≥ 787mm); commercial web offset press: printing speed ≥ 45,000 sheets/hour (web width ≥ 787mm).
5. Newspaper web offset press: printing speed: single-web single-width machine ≥ 35,000 sheets/hour, double-web double-width machine ≥ 150,000 sheets/hour.
6. Multi-color wide-format satellite flexographic printing press: printing speed ≥ 350 m/min (printing width ≥ 1300mm); unit-type flexographic printing press: printing speed ≥ 150 m/min.
7. Environmentally friendly multi-color web gravure printing press: printing speed ≥ 300 m/min.
8. Digital printing presses shall refer to the "Catalogue of Production Digital Printing Presses (2012)".
9. CTP computer-to-plate machine: imaging speed ≥ 15 plates/hour (plate width ≥ 750mm, repeat accuracy 0.025mm, resolution ≥ 2540dpi).
10. Fully automatic platen hot stamping machine: stamping speed ≥ 10,000 sheets/hour.
11. Perfect binding line: speed ≥ 8,000 books/hour.
12. Saddle stitching line: speed ≥ 10,000 books/hour.
13. Fully automatic hardcover binding line.
14. Fully automatic folder gluer.
15. Fully automatic die-cutting machine.
16. Folio fully automatic laminating machine.
17. Fully automatic multi-functional bag-making machine.
18. High-fidelity simulation printing technology.
