Undeclared Wood Packaging at Entry Will Face Penalties
[ppzhan Abstract] Recently, an enterprise received an administrative penalty for failing to properly declare wood packaging when importing goods. For this reason, inspection and quarantine departments especially remind all importing enterprises and trading companies to check carefully when using wood packaging for inbound goods; the state has clear requirements for the wood packaging of inbound goods, so as to avoid unnecessary losses.
'I never imagined that a few pieces of wood would bring us so much trouble!' Importer Mr. Xie, after completing the on-the-spot administrative penalty business, expressed deep regret and helplessness over his own oversight. Recently, the Shunde Inspection and Quarantine Bureau seized a batch of inbound goods carrying wood packaging that had neither certification marks nor any entry declaration, and the staff imposed an on-the-spot administrative penalty on the enterprise involved.
It is understood that the enterprise involved did not communicate well with the shipper when importing the goods and did not pay attention to whether the goods carried wood packaging, resulting in a failure to declare the wood packaging when reporting the goods for inspection upon entry. This behavior has violated the relevant provisions of China's Regulations for the Implementation of the Law on Animal and Plant Quarantine and the 'Measures for the Administration of Quarantine Supervision of Wood Packaging of Inbound Goods'. At present, the staff of the bureau have carried out quarantine treatment of this batch of wood packaging in accordance with the law and imposed an on-the-spot administrative penalty on the enterprise involved.
Because wood packaging has the advantages of strong load-bearing capacity, reusability and environmental friendliness, it usually plays a pivotal role in the transport of goods in trade. Taking the Rongqi Office of the Inspection and Quarantine Bureau as an example, about 40% of imported goods use wood packaging. But at the same time, wood packaging can easily become a carrier for the invasion of foreign harmful organisms into China, threatening the safety of China's ecological environment. For this reason, the wood packaging of imported goods has always been a key focus of inspection and quarantine departments. In the first half of this year, the Shunde Inspection and Quarantine Bureau accepted a total of 3,804 batches of declarations for wood packaging of imported goods, involving 77,498 items of goods, from which 109 batches of harmful organisms were intercepted, including 27 batches of quarantine harmful organisms.
For this reason, inspection and quarantine departments especially remind all importing enterprises and trading companies to check carefully when using wood packaging for inbound goods; the state has clear requirements for the wood packaging of inbound goods, so as to avoid unnecessary losses.
