On November 21 last year, the 37th meeting of the Standing Committee of the 13th Shanghai Municipal People's Congress deliberated and adopted the 'Several Provisions of Shanghai Municipality on the Reduction of Commodity Packaging' (hereinafter referred to as the Provisions), which takes effect on February 1 this year. This is China's first regulation specially limiting excessive packaging and promoting the reduction of commodity packaging, and it is of great significance for advocating moderate packaging, limiting excessive packaging and promoting energy conservation and emission reduction. The city has provided a detailed interpretation of the Provisions:

Excessive packaging of commodities not only wastes resources and pollutes the environment but also causes artificially high commodity prices, harming consumers' interests and encouraging corruption.

The goals of this legislation: first, to constrain and limit excessive packaging of commodities and push for effective implementation of the state's mandatory standards. Second, to achieve reduction of packaging waste and domestic garbage, promote comprehensive utilization of resources, and drive the transformation and development of Shanghai's economy and society. Third, to promote reasonable packaging of commodities, guide healthy, economical and environmentally friendly consumption concepts, and advocate good social customs. The Provisions encourage 'enterprises to give priority to packaging materials that are recyclable, renewable, recoverable or easily degradable.' They also 'advocate that producers and sellers clearly indicate on outer packaging information such as packaging recovery and reuse and packaging costs, and carry out the recovery and reuse of packaging.'
