Yesterday (April 7), the Legislative Affairs Office of Shenzhen Municipality published on its website the 'Several Provisions on the Supervision and Administration of Soybean Products of Shenzhen Municipality (Draft for Comments)' (hereinafter referred to as the Provisions). The Provisions clarify the packaging standards for soybean products and the related penalty standards, requiring that bulk soybean products be properly packaged and bear labels and markings.

The soybean products covered by these Provisions include tofu, soybean milk, dried tofu, fried tofu, dried tofu sheets, yuba, oil-cut squares, jellied bean curd and so on. In response to the current situation in which large quantities of soybean products are sold in bulk, the Provisions clearly state that bulk soybean products shall be properly packaged and bear labels and markings; the labels shall conform to the relevant provisions and shall be marked with content such as the food name, production date, shelf life, producer name and contact information, and production license number. If soybean product packaging does not conform to the provisions, a fine of 10,000 yuan may be imposed.

The Provisions also require that soybean product production and processing enterprises shall establish a system of incoming goods inspection records for food raw materials, food additives and food-related products, and that the retention period shall not be less than two years. In addition, where a catering service provider processes and makes freshly made soybean products and has an independent soybean product production room for soaking raw materials, grinding and processing, and shaping, its area shall be commensurate with the variety and quantity of the products it makes, but shall not be less than 8 square meters; violators may be fined 10,000 yuan.
