New Cleaner Production Promotion Law Takes Effect, Banning Excessive Packaging

Published:2021-04-16 · Industry News

The new Cleaner Production Promotion Law took effect yesterday, setting explicit rules to curb excessive packaging and no longer requiring enterprises to pay for cleaner production audits.

Products such as baijiu, tea and health supplements are often wrapped in three or four layers of inner and outer packaging and priced far higher than comparable goods in ordinary packaging. The problem of some products being "dressed too thickly" is expected to improve with the implementation of the Cleaner Production Promotion Law, curbing waste and bringing down product prices.

Wang Guangtao, chairman of the Environment and Resources Protection Committee of the National People's Congress, said in his interpretation of the new Cleaner Production Promotion Law that the key to solving the excessive packaging problem is to regulate and guide enterprises, especially manufacturers in the food and health supplement industries, to reduce packaging resource consumption and waste generation in the design and production stages.

The new law stipulates that enterprises shall package their products reasonably, that the material, structure and cost of packaging shall be commensurate with the quality, specifications and cost of the packaged product, that the generation of packaging waste shall be reduced, and that excessive packaging is prohibited.

Wang Guangtao also told the media that under the new law, audits of cleaner enterprises will no longer be paid for by the enterprises themselves. Under the previous implementation of the Cleaner Production Law, enterprises had to bear the cost of any cleaner production audit; this time it is explicitly stipulated that when the government reviews, approves or verifies the results of mandatory cleaner production audits, it shall not charge enterprises any fees. A special clause has been introduced this time: the central government will strengthen financial guidance for promoting cleaner production, and local governments are also required to allocate a certain amount of fiscal funds to guide the development of enterprises that actively pursue cleaner production.
