France Issues Decree Mandating Health Warnings on Cigarette Packaging

Published:2021-04-16 · Industry News

The French government has issued a decree mandating that health warning images about the dangers of smoking be printed on the outer packaging of all cigarettes sold in France. According to the new decree on detergent product packaging, in order for products to meet sales standards, cigarette manufacturers must select several of the 14 warning images provided by the relevant French authorities, pair them with corresponding text warnings, and print them together on the outer packaging of cigarettes.

According to French media reports, the new decree sets out detailed provisions on the relevant warning markings on cigarette outer packaging. These include requiring that at least 30% of the front of the cigarette outer packaging be set aside for printing the warning words "Smoking can cause death" or "Smoking seriously harms your health and that of those around you"; and that at least 40% of the back of the cigarette outer packaging be used to print warning images and corresponding text warnings, policies and regulations, emphasized with a black border no less than 3 millimeters wide.

The decree was signed on the evening of the 15th by French Health Minister Roselyne Bachelot-Narquin. She said: "We will give cigarette manufacturers 1 year to deal with their inventory, but after 1 year, cigarettes without the added warning images will not be allowed to be sold in France."

According to reports, the reason the French government introduced this decree is that it believes "more striking images" can achieve a better warning effect than "simple text".
