In order to strengthen the management of volatile organic compounds (Volatile Organic Compounds, VOCs) in Guangdong Province, improve regional ambient air quality, strengthen the control and management of volatile organic compound emissions from the packaging and printing industry, and promote progress in the processes and pollution treatment technologies of the packaging and printing industry, the Guangdong Provincial Academy of Environmental Science, South China University of Technology, the Guangdong Printing and Replicating Industry Association and other organizations jointly drafted the Emission Standard of Volatile Organic Compounds for the Packaging and Printing Industry of Guangdong Province. The standard is currently being widely circulated among industry enterprises for their opinions and will be officially implemented on November 1, 2010. It was proposed by the Guangdong Provincial Department of Environmental Protection and that department is responsible for its interpretation.
According to differences in printing formats and substrates, the standard specifies the VOCs content limits for different printing inks, sets emission limits for VOCs in the process, concentration limits at monitoring points for fugitive emissions, monitoring requirements, and technical requirements for production management and process operations, and puts forward unified technical guidelines for VOCs monitoring. In accordance with the relevant legal provisions, the standard has the force of mandatory enforcement.
The standard applies to VOCs emission control at existing packaging and printing enterprises, as well as to environmental impact assessment, design, completion acceptance and post-completion VOCs emission control for new, modified and expanded projects. Packaging and printing production activities that use lithographic, letterpress, gravure, flexographic and screen (porous) printing methods and that use newspapers, books, magazines, advertisements, posters, packaging (paper, plastic), metal, glass and ceramics and other materials as substrates all fall within the scope of application of the standard.
