EU's New Ecolabel Criteria for Tissue Paper Take Effect

Published:2021-04-16 · Industry News

Tissue paper must meet the relevant standards to obtain the eco-label. In July 2009, the Official Journal of the European Union (OJEU) published the new eco-label requirements for tissue paper, namely Decision 2009/568/EC.

Before January 4, 2010, eco-label applications relating to tissue paper could be processed according to the criteria laid down in the original Decision 2001/405/EC or in the new Decision 2009/568/EC. After that, however, all products applying must comply with the criteria laid down in 2009/568/EC.

"Tissue paper" refers to paper or paper rolls used for personal hygiene, absorbing liquids and/or cleaning greasy surfaces, and also includes one or several plies of crepe paper or embossed paper. The fibre content of the product should be at least 90%.

Tissue paper does not include wet wipes and cleaning products, or tissue products laminated with other materials (excluding tissue paper), and so on.

The relevant requirements of the new eco-label criteria include:

  1. The materials used should ensure reduced damage to the environment and ecology, and sustainable forest management should be carried out in the use of natural resources. Fibres may be wood fibre, recycled fibre or non-wood fibre. Virgin wood fibre should come from sustainably managed forests. Declarations, charters or certifications from operators or pulp mills should be presented to demonstrate the adoption of sustainable forest management.
  2. When chemicals are used in the production process, substances harmful to the environment and health should be avoided, for example:
  • Chlorine gas should not be used as a bleaching agent;
  • Alkylphenol ethoxylates (APEO) should not be used;
  • Azo substances should not be used;
  • Ensure that dyes and brightening agents do not leach out.
  1. The production process and the use of chemicals must be able to reduce water and air pollution, energy consumption, and the impact of solid waste.
  2. Information should be provided to consumers explaining the benefits brought by the eco-label, as well as the low proportion of recycled fibre in the product.
