The Plan makes clear that industry management will be comprehensively standardized, upstream and downstream coordination strengthened, the supply of green products increased, innovative models cultivated, and laws, regulations, standards and policies improved, so as to accelerate the "green revolution" of express packaging. By 2021, standardized management of e-commerce and express delivery will be widely implemented, the proportion of e-commerce express parcels that are no longer packaged twice will reach 90%, the application scale of recyclable express boxes (cases) will reach 300,000, and the standardization, greening and recycling levels of express packaging will be significantly improved. By 2024, e-commerce express parcels will basically no longer be packaged twice, and the application scale of recyclable express boxes (cases) will reach 500,000. The city's express packaging will basically achieve green transformation, a system of laws, regulations and standards compatible with green concepts will be fully established across the city's express packaging sector, and major progress will be made in new models and new business forms of packaging reduction and green recycling.

In light of the city's actual conditions, the Plan details key tasks in terms of "production, use, recovery and utilization", adheres to the orientation of technological and model innovation, and focuses on "enterprises as the main body, government supervision, industry self-discipline and public participation", so as to accelerate the formation of a pattern of diverse and co-governed industry.

Next, the Shanghai Municipal Postal Administration will continue to strengthen coordination and policy alignment with relevant departments, actively promote the inclusion of the eco-environmental protection work of the postal industry into the overall framework of the city's environmental protection governance, improve the social governance system for express packaging, and vigorously promote the high-quality development of the postal and express delivery industry.
