Heilongjiang Pushes Green Transformation of the Express Delivery Industry

Published:2021-11-26 · Industry News

Eight departments in Heilongjiang Province recently jointly issued the "Opinions of Heilongjiang Province on Accelerating the Green Transformation of Express Packaging", making it clear that by 2025, Heilongjiang Province will completely ban non-degradable plastic packaging materials and basically achieve the green transformation of express packaging.

The Opinions make it clear that Heilongjiang Province will strengthen green governance of express packaging, enhance the standardized management of e-commerce and express delivery, increase the supply of green products, cultivate new models of circular packaging, and promote the establishment of a legal and policy system compatible with green concepts.

The Opinions set targets for express packaging governance. For example, in 2021, the two special governance efforts - one on packaging bags with excessive heavy metals and specific substances and one on excessive packaging - will be carried out in depth, and the proportion of e-commerce express parcels no longer secondarily packaged will reach 80%.

By 2023, an incentive and restraint mechanism for market entities in express packaging governance will be basically established; mandatory national standards for the harmlessness of express packaging materials will be implemented; a unified, standardized and effectively binding local standard system for green express packaging will be established in an orderly manner within the province; standardized management of e-commerce and express delivery will be widely promoted, and the proportion of e-commerce express parcels no longer secondarily packaged will reach more than 85%.

By 2025, a legal, standard and policy system compatible with green concepts will be fully established in the field of express packaging, forming a long-term governance mechanism covering the entire chain of express packaging production, use, recycling and disposal; e-commerce express parcels will basically no longer be secondarily packaged, recyclable express packaging will be applied on a large scale, and non-degradable plastic packaging materials will be completely banned.
