Catalogue of 82 Administrative Approval Items Cancelled or Delegated by the State Council, Including Printing
[PPzhan Abstract] With economic development, our government's management of the industry economy is also continuously being adjusted. Recently, the state canceled and delegated 82 administrative approval items, among which the qualification recognition of civil air transport and voucher printing enterprises was canceled. This has a better promoting effect on the development of the printing industry.
After research and demonstration, the State Council decided to cancel and delegate another 68 administrative approval items (2 of which are confidential items and will be notified separately in accordance with regulations). It also proposed to cancel and delegate 7 administrative approval items established in accordance with relevant laws, and the State Council will, in accordance with statutory procedures, submit a request to the Standing Committee of the National People's Congress to amend the relevant legal provisions. As for the 16 administrative approval items involving laws proposed in the Decision of the State Council on Canceling and Delegating a Batch of Administrative Approval Items and Other Matters (Guo Fa [2013] No. 19), the State Council has, in accordance with statutory procedures, submitted a request to the Standing Committee of the National People's Congress to amend the relevant laws, and they are hereby published together.
At this point, the State Council has canceled and delegated 82 administrative approval items. Opening the project catalog, we see that the canceled items include: approval of energy-saving and emission-reduction funds for the central state-owned capital management budget, issuance of coal production licenses, and so on; the delegated items include: approval of difficult reduction and exemption of urban land use tax, approval of the establishment of accounting firms, approval of intermediary agencies engaging in accounting bookkeeping agency business, and so on.
The qualification recognition of civil air transport and voucher printing enterprises has been canceled? Why was it canceled? Because with the development of the modern economy and society, printing qualifications and levels have basically all met the standards. If a product printed by such an enterprise is used for civil aviation and is found unsuitable, it simply would not be used, so carrying out such qualification recognition is meaningless; therefore, we have delegated a relatively large number of these meaningless approvals this time.
