Carrying out the recycling of cigarette packaging cartons can demonstrate the industry's good social image and is of great significance for promoting the industry's sustainable development.
The notice makes clear that by 2014, a mature and standardized set of working systems and operating mechanisms must be formed for the recycling of paper cigarette packaging cartons, with recycling within the same province (region, municipality) reaching a scale of more than 50%; by 2015, the recycling of paper cigarette packaging cartons in neighboring provinces shall reach a scale of more than 50%, and electronic label (RFID) cigarette packaging cartons shall be put into batch use in the industry; thereafter, the cross-province (region, municipality) recycling of cigarette packaging cartons within the whole industry shall be accelerated.
Regarding the next steps, the notice emphasizes: First, build an operation and management mechanism, with industrial and commercial enterprises jointly setting up a special working group, establishing and improving relevant processes and systems, and continuously raising work efficiency and level. Second, scientifically formulate a work plan, clarify work objectives, key tasks and safeguard measures, break down tasks level by level and implement responsibilities, ensuring that work advances in an orderly manner and objectives are smoothly achieved. Third, establish and improve process systems, clarify duties and responsibilities, strengthen the building of standardized and long-term systems, and comprehensively design the overall operating process and the working procedures of each link. Fourth, properly handle the economic interests and working relationships of all parties, and accelerate the application and promotion of electronic label (RFID) cigarette packaging cartons.
The notice proposes four safeguard measures for carrying out the recycling of cigarette packaging cartons: First, strengthen organizational leadership, set up special working groups at all levels, and put all work requirements into effect. Second, strengthen industrial and commercial coordination, and research, formulate and implement various work processes, quality standards and settlement methods. Third, strengthen technological innovation and research and solve the various problems arising in the process of recycling cigarette packaging cartons. Fourth, strengthen assessment and evaluation, bringing the annual completion of the work objectives and target tasks set by each unit into the annual performance assessment system to ensure the completion of the targets and tasks
