Second, conduct strict review of the sales scope of dangerous goods packaging production enterprises. Resolutely crack down on operating without a production license, operating beyond the validity period of a license, and operating beyond the scope of a license. Strengthen periodic spot-check management of small third-class packaging factories, check whether the use of raw and auxiliary materials conforms to the relevant requirements for dangerous goods production and whether the printing of dangerous goods markings conforms to the relevant provisions, and strictly prohibit the excessive use of recycled material to reduce costs, which results in nonconforming dangerous goods packaging.
Third, continuously carry out special quality and safety rectification activities, and continue to implement entity control over dangerous goods production enterprises. In light of the operation of the quality management system of dangerous goods production enterprises, carry out visit activities by group, by district and by focus. Carry out screening of export dangerous goods enterprises in the jurisdiction, focusing on checking credit records, key process control points and awareness of the physical and chemical properties of their own products, and do a good job of follow-up supervision of the rectification of detected nonconformities to ensure that the special rectification work is effective.
Fourth, intensify special rectification in key areas and quantify and break down task objectives. Divide the jurisdiction into a number of responsibility districts, implement block-based responsibility for supervisory personnel, assign the specific inspection and supervision work to individuals, carry out work strictly in accordance with the laws and regulations on dangerous goods inspection and their packaging, and establish corresponding enterprise quality files.
Fifth, enhance the sensitivity of daily dangerous goods inspection work and do a good job in reporting major business matters. The Chemical and Mineral Division of the Pujiang Bureau brought its professional skill in judging the compatibility of dangerous chemicals and their packaging into play, raising the detection rate of nonconformities.
