It is learned from the Ministry of Finance that, upon deliberation by the Tariff Commission of the State Council and approval by the State Council, China's import and export tariffs will be partially adjusted as of January 1, 2012. New tariff lines have been added for flexible printing plates, stacker-reclaimer machinery, vascular stents, wireless earphones, etc. After the adjustment, the total number of China's import and export tariff lines in 2012 will increase from 7,977 in 2011 to 8,194.

China has also made the following adjustments to its import and export tariffs.

In 2012, tariff quota management will continue to be applied to imports of seven agricultural products such as wheat and three chemical fertilizers such as urea, and a provisional quota rate of 1% will be applied to the three chemical fertilizers such as urea. The sliding duty will continue to be applied to a certain quantity of cotton imported outside the tariff quota, and the sliding duty calculation formula has been appropriately adjusted, with the effect that the higher the import price, the lower the applicable duty rate. Specific duties or compound duties will continue to be applied to 52 products such as frozen chicken.

To actively expand imports and meet domestic economic and social development and consumer demand, in 2012 China will apply relatively low provisional import duty rates to more than 730 commodities, with an average duty rate of 4.4%, more than 50% lower than the MFN rate. These commodities mainly fall into five categories. The first is energy and resource products, including coal, coke, refined oil, marble, granite, natural rubber, rare earths, copper, aluminum, nickel, etc.;

The second is key equipment and components needed for the development of strategic emerging industries such as equipment manufacturing, next-generation information technology and new energy vehicles, including air-jet looms, turboshaft aero-engines, high-voltage transmission lines, camera modules for mobile phones, HD cameras, and key dies for car body stampings, etc.; the third is agricultural production materials, including high-horsepower tractors, large harvesters, dairy processing machinery, breeding whales, pesticide raw materials, fertilizers, animal feed, etc.; the fourth is daily necessities used to promote consumption and improve people's livelihood, including frozen sea fish, infant formula with special formulations, baby food, skin care products, hair perming agents, tableware, kitchen utensils, etc.;

The fifth is products related to public health, including vaccines, sera, cochlear implants, X-ray film, etc. In addition, in order to promote the great flourishing and development of socialist cultural undertakings and meet the people's spiritual and cultural needs, in 2012 provisional import duty rates will newly be applied to digital cinema projectors, original paintings of all kinds and original sculptures.

In order to expand multilateral and bilateral economic and trade cooperation and promote better and faster development of regional economic integration, and in accordance with free trade agreements or tariff preferential agreements signed with relevant countries or regions, in 2012 China will continue to apply conventional duty rates to some imported products originating in ASEAN countries, Chile, Pakistan, New Zealand, Peru, Costa Rica, Korea, India, Sri Lanka, Bangladesh and other countries, among which the scope of products will be further expanded and the duty rate levels further reduced. Under the framework of the Mainland and Hong Kong and Macao Closer Economic Partnership Arrangements, zero tariffs will be applied to products originating in Hong Kong and Macao for which preferential rules of origin standards have been established. In accordance with the Cross-Strait Economic Cooperation Framework Agreement, conventional duty rates including zero tariffs will be applied to some products originating in the Taiwan region of China. Special preferential duty rates will continue to be applied to some products originating in 40 least developed countries such as Laos, Sudan and Yemen.

In order to promote sustainable economic development and advance the building of a resource-conserving and environment-friendly society, in 2012 China will continue to levy export duties in the form of provisional duty rates on products that are "high energy consumption, high pollution and resource-intensive", such as coal, crude oil, fertilizers and ferroalloys.
