Tianjin Packaging Association Sets 2011 Goal: Promote Sustainable Development of Tianjin's Packaging Industry

2011 is the opening year for the implementation of the "Twelfth Five-Year" development plan for Tianjin's packaging industry. The working approach of the Tianjin Packaging Technology Association is: uphold the Scientific Outlook on Development as the theme, take accelerating the transformation of the economic development pattern as the main line, and deepening reform and opening up as the lever, to promote relatively fast and steady economic development; at the same time, rely on the support of the leadership of the Economic and Information Commission, conscientiously abide by the association's charter, strengthen self-development, and further give play to the association's role as a bridge and bond through "technological innovation, management expansion and service guidance"; sort out the direction of industry development; and, in the practice of "transforming the mode, adjusting the structure, promoting transformation and seeking development," promote the sustainable development of Tianjin's packaging industry.

The specific goals are, in light of the actual situation of Tianjin's packaging industry and with reference to the "Tianjin Twelfth Five-Year" packaging industry plan, to take reform and innovation as the theme and follow the policy of "adjusting the structure, transforming the mode, promoting transformation and seeking development." Building on the existing specialized committees, we will gradually expand the scope of external economic and technical information exchange and service activities, stay closer to the realities of enterprises, and carry out technical consulting and services. Through investigation and research, we will continue to establish the plastic packaging and environmental design committees, forming a joint force to carry out the association's work well, steadily and strongly. The main tasks are as follows:

I. Uphold innovative development and accelerate economic transformation

Accelerating the transformation of the economic development pattern fundamentally depends on the power of science and technology and innovation — technological transformation and innovation-driven development. We must comprehensively advance technological innovation, management innovation, marketing innovation and organizational innovation. The key is to improve independent innovation capability, take enhancing independent innovation capability as a strategic focal point, strive to raise original innovation capability, vigorously strengthen integrated innovation capability and the capability to introduce, digest, absorb and re-innovate, and enhance the capability for intellectual property creation, technology transfer and scaled-up production. Innovative development will drive the upgrading and transformation of the packaging industry.

First, in light of the current status and development needs of our city's packaging industry, we should focus on raising the technical level in four areas: 1. the level of pre-press design and post-press die-cutting development for packaging and printing; 2. the level of energy and water conservation and environmental protection; 3. the level of creative design and brand building; 4. the level of informatization management — continuously improving development quality and industrial competitiveness and driving the industry to shift from a scale advantage to a technological advantage. Second, enterprises with scale development should establish municipal- and district-level enterprise technology centers, gather and cultivate the strength of enterprise innovative talent, increase R&D funding input through multiple channels, and improve the material equipment conditions for technological innovation;

We should improve and develop an innovative cooperative relationship with enterprises as the main body and close industry-university-research integration, effectively integrate the innovation elements of the Municipal Economic and Information Commission, the Municipal Science and Technology Commission, the Municipal Development and Reform Commission, the China Packaging Federation and the industry, and raise the efficiency and effectiveness of innovation activities. This year, we will continue to do a good job in organizing the China Packaging Federation's technological innovation work and applications for national high-tech projects. The key is how to tap into enterprises' technological stock and advanced domestic technologies; we must conduct in-depth research, keep closely in touch with the realities of packaging enterprises, and establish a project reserve database; implement technology transfer and application, absorb R&D results of relevant technologies in a timely manner, and support the development of packaging enterprises;

We should promote advanced and generic technologies, avoid low-level and duplicated R&D, and accelerate technological transformation and upgrading across the entire industry.

We should carefully study and deeply understand the vision put forward by President Shi Wanpeng at the Development Forum of the Asian Packaging Conference: "The packaging industry should become an industry that pays greater attention to people's livelihood and benefits people's livelihood. As residents' material needs grow increasingly diverse and personalized, coupled with ethnic diversity and uneven regional development, there is great space for developing domestic and external demand markets and opportunities for industrial development; the packaging industry should become an industry with greater innovative vitality and enterprise. The modern packaging industry is a highly technology-integrated industry and also an industry rich in creative design. Innovation capability and the supporting capability of new technologies, new materials and new equipment will provide an important foundation for the technological upgrading and transformation of the packaging industry, and will also provide broad application space for the development of high-tech industries; the packaging industry should become a green industry with distinctive circular development characteristics. The packaging industry is close to the downstream of the production, circulation and consumption value chain, occupies a special link in achieving circular development, and is an important force in opening up the resource recycling industry."

Therefore, the packaging industry is an indispensable part of the national economic system, an industry closely tied to many other industries and sharing their rise and fall, and in particular inseparable from and enduring alongside the production, circulation and consumption of food, medicine, consumer goods and other livelihood needs. It is a sunrise industry with broad market prospects and enormous growth potential. We must take into account the actual conditions of the city's packaging industry and give careful thought to specific measures for implementation. We must further mobilize the industry to thoroughly study and implement the spirit of the Fifth Plenary Session and the Central Economic Work Conference, launch a new phase in the city's 12th Five-Year Plan for the packaging industry, and accelerate the pace of economic transformation.

II. Further Strengthen the Association's Own Development

The association should further rationalize its work management system, strengthen its own development, and build an image of doing a good job in the "three services." First, it should strengthen study and ideological education for association staff, effectively enhance awareness of the "three services," adopt a proper service attitude and improve service quality. It should strengthen members' supervision of the association's work, regularly solicit members' opinions, and improve the quality of the association's services. Second, it should strengthen the organizational work of the council. Through the establishment of four specialized committees over the past year or so and the admission of more than 100 new members, the association's ranks have grown stronger and its cohesion has increased. To meet the needs of its work, this year some council members, standing council members and vice presidents should be added or adjusted.

We must persist in running the association in accordance with its articles of association, further give play to the role of each vice president, standing council member and council member, and practice democratic decision-making. In particular, the presidents' working meeting should be held more often and better in the future; entrepreneur vice presidents should be invited to attend and discuss matters more often, so as to fully arouse everyone's enthusiasm, reflect the principle of entrepreneurs running the association, and make the Tianjin Packaging Technology Association a home for packaging enterprises. We hope that through everyone's efforts, more members will be developed and the association will grow and expand further.

III. Strengthen Services and Open Up New Prospects for the Association's Work

We should further enhance the association's awareness of service and strive to do a good job in the "three services." First, we should take the initiative to care about enterprises' development and actively provide them with information and consulting services; at the same time, we should frequently go into enterprises to learn about their situations, promptly identify their difficulties and problems, offer ideas and help them seek development. Second, we should promptly sort out the difficulties and problems reported by enterprises and lose no time in carrying out targeted work: matters that should be reported to relevant government departments should be reported in a timely manner so as to win government support for resolving them as soon as possible; matters that should be raised with relevant industries should also be communicated to those industries in a timely manner and coordinated well.

Some problems may involve national macro policies or institutional and systemic issues that cannot be resolved right away; while explaining them well, we should also actively put forward reasonable and sensible work suggestions to the relevant state departments. We must never be indifferent or shelve them. The association is the home of packaging enterprises, and all association staff should be close friends and capable assistants to entrepreneurs, sincerely doing good deeds and practical things for enterprises.

IV. Strengthen School-Enterprise Talent Training and Establish School-Enterprise Practical Training Bases

To supply practical talent to the industry, strengthen school-enterprise cooperation and, in response to enterprises' needs, organize a targeted talent cultivation mechanism. In conjunction with the implementation of new standards and regulations, carry out specialized training, such as hands-on operational training for metal packaging containers, paper-based packaging and other areas; urge and cooperate with the specialized committees in planning 5 training sessions as well as forums and lectures on new technologies and new materials. In connection with enterprise management, two training courses on planning and execution are planned.

V. Promote Cultural and Creative Industries and Well Organize the Packaging Design Competition

In October 2011, Tianjin will serve as the main venue of the Asian Packaging Design Super League and the host of the China North China Design Grand Prix. The Packaging Association should actively organize and coordinate the China North China Design Grand Prix and the Asian Packaging Design Super Grand Prix to be carried out this year by the association's Design Committee. It should fully mobilize the enthusiasm of designers from the city's universities, enterprises and institutions, and design companies, and set up a special body to plan and carefully prepare. We will strive to do better than in previous years and achieve even greater innovation.

VI. Improve the Tianjin Packaging Network and Expand External Technical and Information Exchange

Further improve the content of the Tianjin Packaging Network, such as supply and demand information. First, update the content in a timely manner and formulate standard methods for content updating and management, and give full play to the website in publicizing national policies, industry information, enterprise developments and industry progress. Second, establish a correspondent liaison mechanism among enterprises in the packaging industry and build an organizational system for publicity and reporting. Enterprises are welcome to submit articles and jointly run the "Tianjin Packaging Network" and the "Tianjin Bohai Rim Packaging" internal publication to be published soon. We also hope that leading enterprises in the industry will give their support.

In 2011, we will coordinate and organize the professional committee to strengthen technical exchange activities with packaging associations and peer enterprises in other provinces and cities, and learn from the advanced management and technical experience of peers in the same industry. Together with the Tianjin Branch of the China Council for the Promotion of International Trade, we will organize members to participate in the "2011 19th German Dusseldorf Packaging Machinery Exhibition" held in Germany in May, and inspect markets in some European countries, exchange with foreign chambers of commerce and relevant associations, and visit packaging enterprises. Through visits and inspections, we will promptly understand current market dynamics and technological development trends, and seek partners in the fields of technology and trade. In the future, the municipal "SME Market Development Fund" policy will be used to provide subsidies for personnel expenses of enterprises participating in the delegation, and relevant packaging enterprises are hoped to actively participate.

Tianjin's packaging industry has already achieved certain results during the "11th Five-Year Plan" period and established a solid foundation, and is now about to embrace an even more brilliant "12th Five-Year Plan" development period. The recommendations on formulating the "12th Five-Year Plan" reviewed and approved by the Fifth Plenary Session of the 17th CPC Central Committee have drawn a grand blueprint for the development of various industries in China's national economy. The "12th Five-Year Plan" period will become a breakthrough period for enterprise transformation and upgrading. The government will introduce a series of relevant policies to promote strategic structural adjustment and transformation and upgrading. We must seize this development opportunity and work hard to raise the construction of our city's packaging industry to a new level and push it to a new height.
