The Beijing Municipal Ecology and Environment Bureau released ten typical cases of ecological and environmental violations on July 29, involving three categories: air, water, and solid waste. In the first half of this year, in terms of stationary sources alone, the city filed and investigated 2,361 cases, with fines amounting to 44.866 million yuan.

Zhao Zhiwei, chief of the Municipal Comprehensive Law Enforcement Corps for Ecological and Environmental Protection, introduced that in the first half of this year, the city's ecological and environmental enforcement focused on key areas such as industrial enterprises involving volatile organic compounds (VOCs), heavy-duty diesel vehicles, and non-road mobile machinery, and arranged 22 special air-related enforcement actions to comprehensively deepen the "one microgram" campaign. Targeting key VOCs industries such as oil refining and petrochemicals, chemicals, automobile manufacturing, industrial coating, furniture manufacturing, printing, synthetic resins, electronics, and gas stations and oil storage depots, more than 15,000 inspections of VOCs-related pollution sources were carried out, more than 400 various environmental problems were urged to be rectified, and 283 environmental violations were filed and punished. Enforcement supervision of emissions from heavy-duty diesel vehicles and non-road mobile machinery was strengthened, with close attention paid to the entry points into Beijing and key road locations in the city; together with traffic management departments, 1,182,900 vehicle-trips of heavy-duty diesel vehicles were manually supervised and spot-tested, and 57,700 vehicle-trips of vehicles exceeding standards were handed over to traffic management departments.

Among them, for stationary sources, the city filed and investigated a total of 2,361 cases in the first half of the year, with fines of 44.866 million yuan, and handled 282 major cases of five types, including 268 seizure and impoundment cases, 1 case of suspension or restriction of production, 8 cases transferred for administrative detention, and 5 cases transferred on suspicion of a crime. For mobile sources, ecological and environmental departments citywide conducted door-to-door manual inspections and found 6,091 vehicle-trips of heavy-duty diesel vehicles exceeding standards, with fines of 2.9702 million yuan; 963 vehicle-trips of non-road mobile machinery were punished, with fines of 9.705 million yuan; and 13 cases at testing stations were punished with 1.646 million yuan.

Printing company fined for excessive exhaust emissions

In April this year, the Municipal Ecology and Environment Bureau conducted enforcement monitoring of Beijing Jinhui Printing Co., Ltd., and the test report showed that the non-methane total hydrocarbons emitted from the unit's printing workshop exceeded the emission standard limit. The Municipal Ecology and Environment Bureau ordered the unit to immediately correct the illegal act and imposed a fine of 142,000 yuan. Feng Jian, deputy chief of the Municipal Comprehensive Law Enforcement Corps for Ecological and Environmental Protection, said that volatile organic compounds (VOCs) are important precursors of fine particulate matter (PM2.5) and ozone, and are one of the key points in the city's air pollution prevention and control. Enterprises and institutions should consciously abide by the law, strengthen the maintenance of purification facilities, and ensure that the facilities operate normally and that pollutants are discharged up to standard.

Scrap station fined 1.25 million yuan for collecting and storing hazardous waste without a license

In October 2020, when the Yanqing District Ecology and Environment Bureau conducted an on-site inspection of a scrap station in Yanqing Town based on a report, it found that Li had collected and stored 704 waste lead-acid batteries (a hazardous waste), with a net weight of 12.86 tonnes, but he had no hazardous waste license.

In January this year, the Yanqing District Ecology and Environment Bureau, in accordance with the Law on the Prevention and Control of Environmental Pollution by Solid Waste, imposed a fine of 1.25 million yuan on Li and transferred the case to the Yanqing Public Security Sub-bureau for the administrative detention of Li. Feng Jian introduced that the newly implemented Law on the Prevention and Control of Environmental Pollution by Solid Waste increased the penalties for "engaging in business activities of collecting, storing, utilizing, and disposing of hazardous waste without a license," hence the above punishment.
