Wood Packaging for Export Goods Requires a Declaration
[ppzhan summary] Wood packaging is a commonly used outer packaging in trade and logistics, but because of its special material, wood packaging readily carries hazardous substances, so strict inspection and quarantine are required at both entry and exit. Zhanjiang recently stipulated that where wood packaging is used for goods for exit, the exporting enterprise must submit to the port inspection and quarantine authority a declaration on the use of wood packaging for goods for exit, and at the same time present the Certificate of Qualification for Pest Disinfection Treatment of Wood Packaging for Goods for Exit.
In order to further implement Announcement No. 4 of 2005 and Order No. 69 of 2005 of the General Administration of Quality Supervision, Inspection and Quarantine of the PRC, reduce the quarantine risk of wood packaging for goods for exit, and ensure that wood packaging for goods for exit meets the requirements of the standard for phytosanitary measures, starting from September 1 this year, where wood packaging is used for goods for exit, the exporting enterprise must submit to the port inspection and quarantine authority a declaration on the use of wood packaging for goods for exit, and at the same time present the Certificate of Qualification for Pest Disinfection Treatment of Wood Packaging for Goods for Exit.
According to the requirements of the announcement of the General Administration of Quality Supervision, Inspection and Quarantine, all wood packaging for goods for exit must come from enterprises approved by the inspection and quarantine authorities to apply the wood packaging mark for goods for exit, and must have passed treatment and bear the IPPC mark. Where the type and quantity of wood packaging have already been declared at the time of applying for inspection of legally inspected goods, no separate declaration is required.
It is reported that wood packaging found to be non-compliant in port inspection by the inspection and quarantine authorities shall not be permitted to leave the country; for the illegal use of wood packaging such as forging, altering or misappropriating marks, the inspection and quarantine authorities shall impose penalties in accordance with relevant regulations.
Statistics show that from January to July this year, the total number of batches of entry and exit goods and packaging inspected and quarantined at Zhanjiang Port was 19,818 batches, with a weight of 39.05 million tonnes and a value of USD 16.2 billion, up 17.77%, 37.67% and 44.4% year on year respectively. In this regard, the inspection and quarantine authorities remind relevant export enterprises in our city to use wood packaging in strict accordance with relevant national regulations, so as to avoid unnecessary economic losses and delays in customs clearance for goods export.
