[ppzhan abstract] The 2012 edition of the Green Printing Handbook was co-compiled by the Printing and Distribution Management Department of the General Administration of Press and Publication and the Science and Technology Standards Department of the Ministry of Environmental Protection, and Yan Xiaohong, Deputy Director-General of the General Administration of Press and Publication and Deputy Director of the National Copyright Administration, wrote the preface for the handbook.

In September 2010, Zhou Shengxian, Minister of Environmental Protection, and Liu Binjie, Director-General of the General Administration of Press and Publication, jointly signed the Cooperative Agreement on Implementing the Green Printing Strategy, marking the official launch of China's efforts to advance the implementation of green printing. Over the past year, the General Administration of Press and Publication has earnestly implemented the national environmental protection strategy, stepped up the implementation of green printing, and carried out a great deal of work.

The pilot green printing of primary and secondary school textbooks has produced remarkable results; major green printing projects have received state funding; green printing training and publicity have had wide-reaching influence; green printing exhibitions have been successfully held; green printing research projects are being accelerated; the Ministry of Environmental Protection has issued the offset green printing standard and is actively promoting green printing certification among enterprises. Driven by the joint efforts of the two departments, green printing has not only become the consensus for the development of the entire printing industry during the 12th Five-Year Plan period, but is also being put into practice. In just over a year, the implementation of green printing in China has taken its first steps and begun to yield results, and it will become an important measure in driving China's advance from a major printing country to a strong printing power.

At the same time, we should also clearly recognize that the implementation of green printing in China has only just begun. Compared with the scale of China's existing printing industry — 100,000 enterprises and an annual output value of RMB 770 billion — the concepts, technologies, management and especially the investment in green printing are still a mere drop in the bucket. At present, the task of implementing green printing in China remains extremely arduous.

On October 8, 2011, the General Administration of Press and Publication and the Ministry of Environmental Protection jointly issued the Announcement on the Implementation of Green Printing, which set out fairly comprehensive deployment and arrangements for implementing green printing in China, bringing the country's green printing efforts into a new stage. During the 12th Five-Year Plan period, we must carry out our work conscientiously in accordance with this roadmap and timetable, gradually establish and improve a green printing management system across the industry, give full play to the role of green printing, and strive to have green printing enterprises account for more than 30% of all printing enterprises by the end of the 12th Five-Year Plan period.

The Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China made important decisions and arrangements for deepening reform of the cultural system and promoting the great development and flourishing of socialist culture. The great development and flourishing of socialist culture has placed higher demands on the development of China's printing industry and created greater room for its growth. By accelerating the implementation of the green printing strategy, we should restrict and phase out outdated technologies and equipment, improve the printing environment, enhance printing capacity and produce printed products, constantly raise the modernization level of China's printing industry, fully meet the various needs of the national economy and the people's daily life, and contribute to the great development and flourishing of socialist culture.

It is hoped that the Green Printing Handbook, co-compiled by the Printing and Distribution Management Department of the General Administration of Press and Publication and the Science and Technology Standards Department of the Ministry of Environmental Protection, will play its due role in publicizing the concept of green printing, popularizing knowledge about green printing and guiding green printing work. Let green printing go hand in hand with a better life!
