Five Systems in Print Job Acceptance Management for the Printing Industry

Article 1 In order to standardize the printing business conduct of printing operators, improve the management system for accepting printing jobs, and promote the healthy development of the printing industry, these Provisions are formulated in accordance with the Regulations on the Administration of the Printing Industry.

Article 2 When engaging in printing business activities, printing operators shall establish and improve management systems such as the job verification system, the job registration system, the printed product safekeeping system, the printed product delivery system, and the system for destroying defective products of printing activities.

Article 3 In implementing the management systems for job verification, job registration, safekeeping of printed products, delivery of printed products, and destruction of defective products of printing activities, printing operators shall designate dedicated personnel to take charge, exercise strict control, and create files and records for inspection.

Article 4 The legal representative or principal person in charge of a printing operator shall be responsible for organizing the implementation of the various management systems of the enterprise or unit.

Article 5 The administrative department responsible for publication administration of the local people's government at or above the county level (hereinafter referred to as the publication administration department) and the public security department shall guide printing operators within their administrative areas in establishing the various management systems, and shall be responsible for supervising and inspecting the implementation of those systems by printing operators.

Article 6 Where printing operators discover illegal or criminal acts in the course of printing business activities, they shall promptly report them to the local public security department and publication administration department.

Printing Job Verification System

Article 7 When accepting a commission to print various printed materials, printing operators shall, in accordance with the Regulations on the Administration of the Printing Industry and other laws, regulations and rules, verify the certification documents of the commissioning unit and the commissioning person, and keep the corresponding copies on file for inspection.

The certification documents referred to in the preceding paragraph include the printing commission letter or certificate of commissioned printing, the printing permit, the Publication License, the Trademark Registration Certificate, the design of the registered trademark, the registered trademark licensing contract, the certificate of advertising business qualification, the business license, and the qualification certificate of the commissioning person, etc.

Article 8 Where a printing enterprise accepts a commission to print books or periodicals, it must verify and keep the original of the "Letter of Commission for Printing Books and Periodicals", which is in the uniform format set by the publication administration department of the State Council and uniformly printed by the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government and affixed with the official seal of the publishing unit.

The "Letter of Commission for Printing Books and Periodicals" must be affixed with the special filing seal of the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government where the publishing unit is located and of the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government where the printing enterprise is located.

Article 9 Where a printing enterprise accepts a commission to print newspapers, it must verify the "Newspaper Publication License" uniformly produced by the publication administration department of the State Council and issued by the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government, and shall keep a copy of the "Newspaper Publication License" on file.

Where a printing enterprise accepts a commission to print additional pages or supplements of newspapers or periodicals, it must also verify and keep on file the document of the publication administration department of the State Council approving the publication of the additional pages or supplements.

Article 10 Where the typesetting, plate-making, printing (including reprinting and additional printing) and binding processes of a publication commissioned for printing by a publishing unit are not carried out by the same printing enterprise, the publishing unit must issue a "Letter of Commission for Printing Books and Periodicals" separately to each printing enterprise accepting the commission.

Article 11 Where a printing enterprise accepts a commission to print internal-reference publications, it must verify and keep on file the "Internal-Reference Publication Printing Permit" uniformly printed by the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government and issued by the publication administration department of the people's government at or above the county level.

Where a printing enterprise accepts a commission to print internal-reference publications of religious content, it must verify and keep on file the approval document of the religious affairs administration department of the people's government of the province, autonomous region or municipality directly under the Central Government and the "Internal-Reference Publication Printing Permit" issued by the publication administration department.

Article 12 Where a printing enterprise accepts a commission to print overseas publications, it must verify and keep on file the approval document of the publication administration department of the people's government of the province, autonomous region or municipality directly under the Central Government and the lawful certification documents relating to copyright; the overseas publications printed must all be transported out of the country and may not be distributed or handed out within the country.
