The General Administration of Press and Publication (GAPP) recently received an official reply from the National Development and Reform Commission (NDRC), under which a dedicated 54.2 million yuan was allocated from the structural adjustment funds within the central budgetary investment to provide central budgetary investment support for 10 projects under the two major printing industry programs—digital printing and printing digitalization, and the building of a green printing environmental protection system—that the GAPP coordinated and submitted. The central government's fiscal authorities will provide dedicated support to the printing industry for three consecutive years.

In accordance with the GAPP's key work priorities for 2010, the Printing and Distribution Management Department, together with the Publishing Industry Development Department, organized the Printing Technology Association of China to coordinate with the relevant units and launched the two major programs for the development of China's printing industry—the digital printing and printing digitalization program and the green printing environmental protection system construction program. To advance the construction of the two programs, since the end of 2009 the Printing and Distribution Management Department has held multiple rounds of communication with the Industrial Coordination Department of the NDRC on support measures for the two programs. In July this year, the Printing and Distribution Management Department wrote to the NDRC requesting financial support for 16 projects under the two programs (the total investment of the two programs being 2.2948 billion yuan and 1.0188 billion yuan respectively).

On October 15, the NDRC replied in writing, "in principle agreeing to the funding applications for the relevant projects," and arranged central budgetary investment support for the construction of 10 of them. The reply required: "During project implementation, construction contractors and equipment procurement shall be determined in strict accordance with the Tendering and Bidding Law," and "earnest efforts shall be made to supervise and inspect project implementation, accelerate the improvement of all construction conditions, and ensure that funds are in place, projects proceed as scheduled, and product levels meet expected standards."

According to the Printing and Distribution Management Department, the upgrading, transformation and technological renovation of the printing industry mainly depend on technological R&D and renovation in printing equipment, and the two programs focus primarily on the R&D of inkjet digital printing equipment, green and environmentally friendly printing equipment, and related materials. The digital printing and printing digitalization program aims to realize and industrialize the world's advanced inkjet digital printing technology, while carrying out digital technological renovation of the traditional printing industry, so as to accelerate the pace of structural adjustment and upgrading of China's printing industry. The green and environmentally friendly printing system construction program aims to implement the State Council's work arrangements on energy conservation and emission reduction, and, by developing green and environmentally friendly printing equipment, technologies, processes and raw materials with China's own intellectual property rights, to accelerate environmentally friendly production in printing enterprises and drive energy conservation and emission reduction across the entire printing industry.

It is reported that the central government's fiscal authorities will provide dedicated support to the printing industry for three consecutive years. The specific application procedure is as follows: local printing management departments submit printing engineering projects to the GAPP, which, upon approval, are incorporated into the major printing industry programs; the GAPP coordinates on a unified basis and local development and reform commissions submit applications; after approval by the NDRC, the central fiscal authorities allocate funds directly to local governments.

Wang Yanbin, Director of the Printing and Distribution Management Department, said in an interview with a reporter from China Press and Publication News that the project-driven strategy is one of the three major strategies for advancing the development of the printing industry during the 12th Five-Year Plan period, that is, to drive the overall development of the printing industry through project construction and accelerate the innovation and upgrading of printing technology. The central government has allocated a dedicated 54.2 million yuan from the structural adjustment funds within the budgetary investment to support the two programs and 10 projects, which will further promote the implementation of the project-driven strategy and spur and drive the printing industry to achieve breakthroughs in the key technologies and industrialization capabilities that constrain its upgrading and transformation. She hoped that local printing management departments, printing industry associations and printing research institutions would continue to submit good projects, and that in the next two years the Printing and Distribution Management Department would continue to actively coordinate with the relevant state departments to provide financial support to innovative projects that help accelerate the building of a strong printing nation.

The 10 projects and the investment amounts they received:

  1. Peking University Founder Group digital inkjet technology and equipment industrialization project: 12.8 million yuan;
