Four Printing Machinery Manufacturing Safety Standards Under Review
ppzhan news:
On July 20, 2010, an employee's arm at a packaging [company in Laiyang City, Yantai, Shandong was accidentally pulled into a paper cutter; on August 15, a worker at a bag factory in Hui'an County, Quanzhou, Fujian had his hand "eaten" by a printing press because of an error; on October 9, a man's left arm was "bitten" by a water-based ink printing and slotting machine at a carton factory in Lanxi City, Jinhua, Zhejiang... Over the past three months, the media has reported several accidents in which printing presses "bit" hands. Accidents like a printing press "biting" a hand occur several times almost every year.
However, this situation may change in the near future. A reporter learned from the National Technical Committee for Printing Machinery Standardization that the committee has recently submitted four printing press safety standards to the Standardization Administration of China for approval, and this batch of standards is currently under review.
It is understood that for a long time China's printing machinery industry had been using the general safety standards of the machinery industry, with no safety standards applicable to the industry itself. It was not until November 1, 2007 that the industry's safety standard — Safety Rules for the Design and Construction of Paper Cutting Machines for Printing Machinery — was formally implemented. However, for various reasons, this paper cutter safety standard, which took eight years to develop, is only a recommended national standard and does not have the force of mandatory enforcement.
The series of printing press safety standards is titled Safety Rules for the Design and Construction of Printing Machinery and Paper Converting Machinery; the already-released safety standard for paper cutters is its Part 3, and the other four parts are Part: General Requirements, Part 2: Printing Machinery and Varnishing Machinery Including Prepress Machinery, Part 4: Bookbinding, Paper Converting and Finishing Machinery, and Part 5: Corrugated Board Production Machinery and Corrugated Board Converting Equipment. It is worth noting that these four printing press safety standards currently under approval are intended to be formulated as mandatory national standards, whereas the previously released safety standard for paper cutters is a recommended national standard.
According to a staff member of the committee, the standard-setting body had originally planned to release and implement another two printing press safety standards in the first half of 2008, but had to suspend the plan because the standards it identically adopted were abolished; the standard-setting body instead turned to the EN1010 series of standards developed by the European standardization organization to formulate this batch of printing press safety standards.
