Tea Packaging Void Space to Be Capped at One-Quarter of Volume
The Standardization Administration of China has issued a draft for public comment of the General Rules for Restricting Excessive Packaging of Commodities, which proposes that the packaging of cosmetics, health products, alcohol and similar commodities must not exceed three layers; that the packaging void space for tea must not exceed one quarter of the volume; and that packaging costs should not exceed 15% of the ex-factory price of the commodity.
Packaging costs must not exceed 15% of the ex-factory price
Yang Yuexiang, a person in charge at the China National Institute of Standardization, said that the General Rules apply to all domestic commodities but do not include export commodities. The draft for public comment provides that the packaging cost of all domestic commodities must not exceed 15% of the ex-factory price of the commodity. Yang Yuexiang explained that packaging costs and their calculation are based on the contract between the manufacturer and the packaging supplier and seller; where there is no contract, they are calculated at the market average price.
Packaging must not carry unnecessary additional functions
The General Rules propose that no unnecessary additional functions may be added to commodity packaging. On the premise of satisfying the basic functions of packaging, packaging should be simplified. Cumbersome forms or complex structures should not be used, and still less should unnecessary additional functions be imposed.
If the sales packaging of a commodity contains additional items, including bottle openers and product instructions, their volume will also be included in the method for calculating packaging void space. This provision will effectively curb the practice of merchants forcing consumers to buy by bundling other commodities with the product.
There are restrictions on the amount of space inside the packaging
The General Rules also propose mandatory provisions on the number of packaging layers and the void ratio. The packaging of health products, cosmetics, some foods, pastries (excluding mooncakes) and tea must not exceed three layers, and the packaging of grain must not exceed two layers. The void ratio is the ratio of the empty portion of the packaging, apart from the commodity, to the whole packaging volume. The void ratio for health products must be below 30%; the void ratio for cosmetics, beverages and alcohol, and pastries must be below 55%, for tea below 25%, and for grain below 10%.
