Municipal Bureau Issues Notice: "Small and Scattered" Enterprises Involved in VOCs Emissions to Accelerate Relocation and Use Water-Based Coatings (Inks)
Recently, the Jincheng Municipal Ecological Environment Bureau sent an open letter to the heads of enterprises citywide involved in volatile organic compounds emissions, proposing that all enterprises citywide involved in volatile organic compounds emissions implement the following emission reduction measures:
First, strengthen source control
When selecting raw and auxiliary materials containing volatile organic compounds (VOCs), enterprises should give priority to purchasing and using qualified products marked as compliant with standards such as the "Low Volatile Organic Compound Content Coating Products" (GB/T38597-2020) and the "Limits of Harmful Substances in Wall Coatings for Buildings" (GB18582-2020), and should establish raw and auxiliary material ledgers with standardized recording and retention. Among them, industries citywide such as plastic products, casting, mechanical processing, building materials and metal products should accelerate the substitution of water-based coatings (inks); enterprises that use water-based coatings (inks) plant-wide may enjoy preferential policies such as removal from the list of key enterprises under supervision, exemption from installing and using monitoring, collection and end-of-pipe treatment facilities, and exemption from staggered peak shutdowns.
Second, strengthen process control
Throughout the storage, transportation, use and disposal of volatile organic compounds (VOCs) materials, full-process control should be implemented. On the premise of ensuring safety, sealing and collection of waste gas across the whole process should be strengthened (where sealing cannot be implemented, effective local collection measures must also be taken) to ensure that "all that should be collected is collected." Coal chemical enterprises citywide should complete self-testing and self-inspection as soon as possible, fully complete the rectification of VOCs-related process sections, and reduce VOCs emissions to the minimum.
Third, strengthen end-of-pipe treatment
High-efficiency treatment facilities such as combustion methods are recommended; those using activated carbon adsorption processes should replace activated carbon in a timely, sufficient and quality-guaranteed manner (with a fresh replacement before the end of May), and should be equipped with activated carbon regeneration devices where possible. Maintenance and management of facilities should be strengthened to ensure stable and efficient operation, with facilities started up before and shut down after production facilities. Key VOCs pollutant discharging units should carry out regular monitoring or install automatic VOCs monitoring facilities to ensure stable compliance with emission standards.
Fourth, strengthen standardized management
Operate strictly in accordance with the operating specifications of all types of environmental protection facilities, establish and improve all types of management ledgers, and record the main operating and maintenance parameters of waste gas collection systems and volatile organic compounds (VOCs) treatment facilities, including operating time, waste gas treatment volume, operating temperature, residence time, adsorbent regeneration/replacement cycle and replacement quantity, catalyst replacement cycle and replacement quantity, and pH value of absorption liquid, etc. Ledgers should be kept for no less than 3 years.
Fifth, strengthen VOCs control in the storage, transportation and sale of petroleum products
Gas stations, oil depots and tank trucks should avoid gasoline loading and unloading operations during the high-temperature daytime hours. Gas stations should standardize refueling operations and, through various means such as price discounts and increased point rewards, actively guide vehicle owners to refuel at night.
Sixth, strengthen the control of "small and scattered" enterprises
The municipal government has raised funds to build a centralized coating center in the urban area and has issued various preferential policies. Printing and coating "small and scattered" enterprises in the urban area are requested to actively respond to the call and accelerate the relocation of relevant production facilities to the centralized coating center, to facilitate the unified collection and efficient disposal of organic waste gas.
