New Policies Favor the Development of China's Small and Medium-Sized Printing Enterprises

Published:2021-04-16 · Industry News

[ppzhan summary] That small and medium-sized enterprises are scattered everywhere is a distinctive feature of China's printing industry, and it also severely restricts the development of China's printing industry. In order to smoothly complete the transformation toward the goal of becoming a printing powerhouse, solving the development problems of small and medium-sized enterprises has become the primary issue facing the development of the industry. To this end, China specially promulgated the "Implementation Opinions on Financial Support for the Development of Small and Micro Enterprises," effectively solving the financing problems of China's small and medium-sized printing enterprises.

Recently, the member of the Standing Committee of the Political Bureau of the CPC Central Committee, Premier of the State Council and Secretary of the Party Leadership Group inspected Lanzhou Huayu Packaging Color Printing Company on the issue of the development of small and micro enterprises. During the visit, he asked in detail about the company's development, employee income, whether loans were difficult and whether there were any unreasonable charges.

Foreign statistical research shows that small and medium-sized enterprises are a good vehicle for solving employment problems and the main force in doing so. To truly solve the employment problem, it is necessary to vigorously develop small and medium-sized enterprises. He also said: "Tens of thousands of small, medium and micro enterprises are the main absorbers of employment, and supporting their development is creating jobs in society. When small and micro enterprises develop well, employees can increase their income and society can add wealth."

In fact, this visit to the printing plant conveyed a stronger positive signal to China's small and micro enterprises, especially its small and medium-sized printing enterprises. Looking back at the trend of relevant domestic policies over the past six months, we can clearly feel that this positive signal is gradually strengthening.

On July 24, the Premier of the State Council chaired an executive meeting of the State Council, which decided to further equalize the tax burden and temporarily exempt some small and micro enterprises from VAT and business tax. Small and micro enterprises with sales of no more than 20,000 yuan will be exempted from VAT and business tax.

China has a large number of small and micro enterprises, most of which are private enterprises. By adjusting the expenditure structure to revitalize idle fiscal funds and in accordance with the principle of equitable tax burden, starting from August 1 this year, small-scale VAT taxpayers and business tax payers among small and micro enterprises with monthly sales of no more than 20,000 yuan will be temporarily exempted from VAT and business tax, and relevant long-term mechanisms will be studied. This will enable eligible small and micro enterprises to enjoy the same tax policies as self-employed individuals, benefit more than 6 million small and micro enterprises and directly affect the employment and income of tens of millions of people.

On August 12, the General Office of the State Council issued the "Implementation Opinions on Financial Support for the Development of Small and Micro Enterprises." The "Opinions" point out that small and micro enterprises are a vital force in national economic development and play an extremely important role in stabilizing growth, expanding employment, promoting innovation, prospering the market and meeting the needs of the people. Strengthening financial services for small and micro enterprises is an important part of financial support for the real economy, stabilizing employment and encouraging entrepreneurship; it bears on the overall situation of economic and social development and is of great strategic significance.

At the same time, the "Opinions" set out specific requirements for financial support for the development of small and micro enterprises from eight aspects: ensuring the achievement of the "two no less than" targets for the growth rate and increment of loans to small and micro enterprises, accelerating the enrichment and innovation of financial service methods for small and micro enterprises, focusing on strengthening credit enhancement services and information services for small and micro enterprises, actively developing small financial institutions, vigorously expanding direct financing channels for small and micro enterprises, effectively reducing the financing costs of small and micro enterprises, increasing policy support for financial services to small and micro enterprises and comprehensively creating a sound environment for the development of small and micro finance.

The "Implementation Opinions on Financial Support for the Development of Small and Micro Enterprises" focuses on solving the financing problems that give small and micro enterprises headaches, such as weak capital chains and difficulty in obtaining financing. Beyond funding problems, small, medium and micro enterprises also face problems such as inadequate management systems, weak risk resistance, difficulty in recruiting workers and an incomplete socialized service system. These problems are particularly evident in China's printing industry, which is dominated by small and micro enterprises.

At present, with the deepening of reform and opening up, the printing industry has continued to grow, and the total output value of the printing industry accounts for about 2% of GDP. In the national layout of printing enterprises, more than 96% of the 180,000 enterprises are small and medium-sized enterprises. Printing enterprises go through many processes from prepress to postpress packaging and shipment, requiring a large amount of labor resources. As one link in the product processing chain, most printing enterprises find it difficult to form an independent brand and market competitiveness. While bearing the common problems of small and micro enterprises, traditional printing enterprises must also face the challenges of new technologies, new marketing models and industrial transformation and upgrading in the information age. Therefore, for small and micro printing enterprises, policy support and favorable conditions are of even greater significance.

The development of small and micro enterprises requires not only government policy support in finance and fiscal matters, but also intermediary support from social intermediary organizations in education and training, management consulting, marketing, technology development and legal assistance. The government needs to intensify its crackdown on unfair competition, regulate market order, actively use its own advantages to create more development and cooperation opportunities for small and medium-sized enterprises and place the supporting industrial chains of large enterprises with local small and medium-sized enterprises as much as possible; it should also use the information it obtains to help small and medium-sized enterprises find new market entry points.
