[ppzhan Abstract] Appropriate government supervision plays an important role in the standardized development of the printing market. Recently, the State Administration of Press, Publication, Radio, Film and Television issued the "Notice on Doing a Good Job in the Supervision of Printing, Reproduction and Distribution in 2014", which made arrangements for the supervision of printing, reproduction and distribution in 2014.

Recently, the State Administration of Press, Publication, Radio, Film and Television issued the "Notice on Doing a Good Job in the Supervision of Printing, Reproduction and Distribution in 2014" (Xin Guang Fa Chu [2014] No. 17), comprehensively arranging the supervision of printing, reproduction and distribution in 2014. The Notice requires all localities to strengthen routine supervision, to conduct a general survey of all publication printing enterprises, read-only optical disc reproduction enterprises and publication wholesale markets within their jurisdictions during the year, and to carry out special inspection actions during the National Two Sessions and the National Day period.

The Notice points out that routine supervision must implement one system. All localities should, in accordance with the principle of "whoever issues the license supervises, whoever approves is responsible", build and improve a supervision implementation system featuring "vertical connectivity, horizontal coordination and joint management", strengthen routine inspection of printing, reproduction and distribution enterprises, and fulfill supervision duties through the implementation of the reporting and evaluation system for administrative law enforcement in printing and reproduction.

The Notice requires two actions at important time points: to ensure the stability of the printing, reproduction and distribution market during this year's National Two Sessions and the National Day period, all localities should organize special inspection actions in late February and late September, concentrating resources on in-depth inspections at the front line.

The Notice emphasizes three priorities for supervision and inspection: first, for printing enterprises, focus on inspecting the printing of publications on major topics such as political and economic publications as well as children's publications, especially the printing of publications involving ethnic and religious matters; second, for optical disc reproduction enterprises, focus on inspecting the etching of source identification codes (SID codes) on disc molds and the submission of sample discs; third, for distribution enterprises, focus on inspecting online bookstores, online publication trading platforms, and the sales of children's publications, primary and secondary school teaching aids and publications on major topics such as political and economic ones.

The Notice also emphasizes four combinations for fulfilling responsibilities: combining with the Party's mass line education and practice activities to change work style, combining with quantitative indicators to refine supervision tasks, combining with online platforms to innovate management methods, and combining with education and training to improve personnel quality. The Notice requires all localities to accelerate the construction of the online filing system for printing and reproduction entrustment letters; Beijing and Hebei must complete the interconnection of their online platforms this year, and the Yangtze River Delta region should strive to make progress in the second half of this year, among other requirements.

It is reported that recently the Printing and Distribution Department of the Administration, together with relevant departments, in accordance with the unified arrangements of the National Office against Pornographic and Illegal Publications, is organizing inspection teams to carry out special inspections and supervision in relevant key regions.
