Guangxi: Opinions on Accelerating the Development of the Printing Industry
[ppzhan abstract] Recently, the Guangxi government issued the "Opinions on Accelerating the Development of the Printing Industry", putting forward requirements and specific implementation measures for the development of the printing industry within its jurisdiction.
Recently, the General Office of the People's Government of Guangxi Zhuang Autonomous Region issued the "Opinions on Accelerating the Development of the Printing Industry". The Opinions propose that after 5~10 years of effort, Guangxi should cultivate more than 50 competitive large backbone printing enterprises, more than 20 printing enterprises with an output value exceeding 100 million yuan, and more than 5 large printing groups with advanced levels, outstanding scale benefits and strong competitiveness, forming a number of enterprise brands with influence both inside and outside the region and in ASEAN countries.
The Opinions put forward five major development priorities for Guangxi's printing industry: first, to accelerate intensive development, vigorously develop park construction, and build the headquarters of the China-ASEAN Green Creative Printing Industrial Park, four sub-parks in Nanning, Liuzhou, Guilin and Yulin, as well as related talent training bases, printing R&D bases, and printing product and materials exhibition and trade centers. Second, to vigorously develop the packaging and decoration printing industry, focusing on energy-saving and environmentally friendly products, emerging intelligent products and multi-layer flexible laminate packaging printing, and encouraging the establishment of packaging and decoration printed matter printing enterprises that support new products. Third, to vigorously develop fine printing of publishing products and thoroughly change the situation of insufficient fine printing capacity in the autonomous region. Fourth, to strive to extend the printing industry chain and extend the printing industry toward high-tech and high-value-added industries. Fifth, to vigorously develop digital printing and green, environmentally friendly printing.
The Opinions also put forward 11 development measures, including: deepening institutional reform and mechanism innovation, accelerating the transformation and upgrading of the printing industry, implementing preferential tax policies, giving play to the guiding role of fiscal funds, implementing land guarantee policies, and strengthening talent training and team building. In terms of policy support, the Opinions propose to focus on supporting the construction and development of the printing industry, key industrial parks and industrial bases, key printing projects and demonstration projects by means of project subsidies, interest subsidies and rewards. Projects entering the printing industrial park shall, in respect of the administrative and institutional charges involved, enjoy the preferential policies for industrial enterprises in development parks at the autonomous region level. Relevant departments shall simplify procedures in the approval, environmental impact assessment, land use and water supply of printing industry projects, and provide convenient services for enterprises entering the park.
