Haiti's Environmental Protection Agency PE and PS Ban Officially Takes Effect on August 1
Haiti's Environmental Protection Agency issued a PE plastic bag ban on July 10. The order strictly prohibits the production, sale and use of PE plastic bags of any specification. In addition, imported products such as conventional food EPS (expanded polystyrene) and PS packaging containers, including plates, bags and bottles, as well as disposable cups, have been included in the scope of the ban. It is reported that the PE and PS ban officially took effect on August 1.
Since the ban took effect, Haiti's customs authorities have further stepped up inspection efforts. Once shipments arriving at port are found to contain the above prohibited items, they will be confiscated and destroyed, and the owners will be penalized in accordance with customs regulations.
Haiti's Environmental Protection Agency said the ban is not aimed at all polyethylene and its downstream products. Transparent plastic bottles and bags used for beverage, pharmaceutical and food packaging, white transparent garbage bags, and bags specially used for seed and seedling cultivation may continue to be used nationwide, and their operating practices will follow the original regulatory provisions.
The Environmental Protection Agency said that to achieve a thorough solution to both the symptoms and the root causes, merely issuing mandatory decrees is far from enough. Therefore, in the coming months, Haiti's Ministry of Finance will also roll out a series of preferential subsidy policies to encourage domestic traders to actively import containers and bags made of paper, fiber, sisal and 100% degradable biological materials, thereby replacing PE, PS and EPS plastic packaging.
