Tariff Schedule Revisions and Their Impact on Printing Equipment Imports and Exports

Published:2021-04-16 · Industry News

From January 1, 2013, the 2013 'Customs Import and Export Tariff of the People's Republic of China' came into effect. Among it, policies concerning the import of printing equipment drew the attention of people in the industry. Comparing the 2012 edition of the Tariff with the 2013 edition, the main changes in the new Tariff are reflected in three aspects:

First, the new tariff added two tariff-heading items of equipment - 'cross-cutting knife units for paper cutters' and 'inkjet printing equipment with 297mm < web width < 360mm, capable of being connected to a network or automatic data processing equipment' - and correspondingly set most-favored-nation import duty rates and interim duty rates, increasing the number of printing equipment enjoying interim duty rate preferences from 18 in 2012 to 20. The interim duty rates for the same 18 tariff subheadings as last year are unchanged.

Second, the printing speed of folio sheet-fed offset presses rises from 16,000 folio sheets/hour in 2012 to ≥17,000 folio sheets/hour. The printing speeds of other models of sheet-fed offset presses are unchanged.

Third, the linear speed of aniline presses (flexographic presses) rises from 300 m/min in 2012 to ≥350 m/min.
