Deadline for Import Interest Subsidy Applications for Printing Equipment Is May 10

】On April 14, the Ministry of Finance website issued the Notice on Doing a Good Job in the Application for 2011 Import Interest Subsidy Funds (Cai Qi [2011] No. 62), requiring local finance and commerce authorities and centrally administered enterprises to complete, by May 10, the joint review and consolidation of import interest subsidy application materials for their respective regions and enterprises, and to submit them to the Ministry of Finance and the Ministry of Commerce.

The notice sets out the requirements for enterprises applying for the subsidy. First, enterprises shall apply for import interest subsidies in accordance with the Interim Measures for the Administration of Import Interest Subsidy Funds and the Catalogue of Encouraged Imported Technologies and Products (2009 Edition). Second, technologies or products eligible for the import interest subsidy must have completed import customs clearance (for imported products) or obtained a bank-issued foreign exchange payment voucher (for imported technologies) between January 1, 2010 and December 31, 2010. Third, enterprises may not apply repeatedly for import interest subsidy funds. The above Catalogue includes 3 types of printing equipment and 2 types of packaging equipment, so printing enterprises that import such equipment and meet the other conditions may apply for the subsidy funds.

Several provisions in the notice differ from those of previous years and merit attention. First, to further leverage the guiding role of fiscal funds, the maximum interest subsidy for a single enterprise is set at RMB 30 million. Second, the Catalogue of Encouraged Imported Technologies and Products (2009 Edition) is being revised; if the Catalogue of Encouraged Imported Technologies and Products (2011 Edition) is published before April 30, applications shall be filed in accordance with the new edition of the Catalogue. Third, to implement the central government's requirement to support Xinjiang's leapfrog development, support for import interest subsidies in Xinjiang will be increased, with a separate notice to be issued.

Enterprises should note the following requirements when filling out the materials. First, where the Catalogue sets technical parameter requirements for an imported product, the actual parameters corresponding to that product shall be entered in the "Commodity Technical Specifications" column, with the page numbers of the parameters in the attached materials noted. Second, for enterprises applying for interest subsidies on technology imports, the applicant has, since 2009, changed from the foreign exchange payment unit specified in the Measures to the technology user named in the Technology Import Contract Registration Certificate.
