In order to integrate internal printing resources, optimize resource allocation, strengthen the integrated operation and management of the printing of publications and the procurement of raw and auxiliary materials at Time Publishing and Media Co., Ltd., strengthen unified supervision of publication printing quality and anti-piracy management, and maximize the company's overall benefits, and in line with the principles of "standardized operation, mutual support, mutual benefit and win-win cooperation," the company has decided to select, on a merit basis from among publication printing enterprises across the province, a number of book and periodical printing enterprises to serve as its designated printing enterprises, and recently issued the Interim Provisions on the Management of Designated Printing Enterprises.

I. Basic Requirements for Designated Printing Enterprises

  1. A designated printing enterprise of the company must be approved by the provincial publication administrative department and have obtained the qualification for publication printing.
  2. The scale of printing and binding equipment, the technical level, the management level, the quality level and the service capability must meet the company's requirements for publication printing management.
  3. The company's designated printing enterprises for publications shall, based on comprehensive factors such as printing production capacity, be divided into two categories, A and B, so as to gradually form a layout of designated printing enterprises that focus respectively on textbooks, supplementary teaching materials and general books, each with its own characteristics and complementary advantages.
  4. Printing plants that have long been cooperating with the company, enjoy a good reputation and deliver relatively good printing and binding quality may be given priority for inclusion in the scope of the company's designated publication printing plants.
  5. Outsourced printing enterprises of printing enterprises directly under the company must be brought under the unified assessment and management of the company's designated printing enterprises.
  6. Determination of designated printing plants: publishers and relevant units make recommendations; the company arranges for the recommended printing plants to fill in the "Designated Printing Enterprise Application Form"; the company's "Designated Printing Plant Working Group" then organizes a review of the applicant enterprises; and those that pass the review are reported to the company's leadership for approval and confirmation.

II. Basic Principles for Arranging Designated Printing Business

  1. The printing business of the company and its affiliated publishing houses must be arranged within the scope of designated printing plants. Designated printing plants shall give priority to the printing business arranged by the company and its affiliated units and handle it well. In special circumstances where printing business needs to be arranged with non-designated printing enterprises, the relevant publishing house and printing plant must first report to the company and obtain approval before such arrangements may be made.
  2. The company and its affiliated publishing houses shall, in light of the specific circumstances of the designated printing enterprises and their own overall volume of printing business, report their printing arrangement plans for the two seasons each year, spring (March) and autumn (September), to the company for approval before implementation, and shall submit one copy of the printing order to the relevant company department (the Printing Quality Department of the Textbook Center) for the record. More than 30% of the printing volume of student books and general books must be arranged with Category A plants (the specific quantity for each unit shall be determined by the company in the form of a document in two seasons each year).
  3. The printing business of the company's designated printing enterprises, especially those directly under the company, may not be outsourced without the company's approval. Designated printing plants may not issue printing orders to one another without approval either.

III. Printing Management of Designated Printing Plants

  1. All designated printing enterprises must strengthen publication printing management in accordance with the Regulations on the Administration of Publishing, the Regulations on the Administration of the Printing Industry, and the industry standard "Book and Periodical Printing and Binding" issued by the General Administration of Press and Publication, and the quality of publication printing must reach the qualified product level or above.
  2. The company shall establish a unified quality management mechanism for publication printing; the Textbook Publishing Center and the Publication Printing Quality Management Center shall undertake the daily management and specific coordination of the designated printing business and printing quality, and the relevant departments of the publishing units shall designate dedicated personnel to participate in coordination and management.

IV. Management of Printing Prices and Material Supply for Designated Printing Plants

The company and its affiliated publishing houses must strictly implement the printing price standards set out in the "Publication Printing Price Table" issued by the company. Paper shall be procured through unified tendering by the Pulp and Paper Center on the principle of selecting the best and most economical price, while other raw and auxiliary materials shall be provided by the Printing Materials Company on the principle of high quality and low price.
