Papermaking machinery and other items listed in Catalogue of Encouraged Imported Technologies and Products
Recently, the National Development and Reform Commission (NDRC), the Ministry of Finance and the Ministry of Commerce jointly issued the "Notice on the Catalogue of Technologies and Products Encouraged for Import (2009 Edition)". The notice points out that, in order to actively expand the import of advanced technologies, key equipment and components, and important resource products and raw materials, and in accordance with the work arrangements of the State Council, the Catalogue of Technologies and Products Encouraged for Import (2009 Edition) has been formulated. The notice takes effect from the date of issuance, and the "Notice on Issuing the Catalogue of Technologies and Products Encouraged for Import" (Fagai Gongye [2007] No. 2515) issued by the NDRC, the Ministry of Finance and the Ministry of Commerce is simultaneously repealed. The NDRC, together with the Ministry of Finance and the Ministry of Commerce, will adjust the catalogue in due course as circumstances require.
The Catalogue of Technologies and Products Encouraged for Import (2009 Edition) is divided into four parts:
The part is advanced technologies encouraged for introduction.
It mainly refers to advanced technologies not yet mastered in China, and advanced technologies introduced for key construction projects approved or verified by the state. The introduction of technology refers to the act of importing advanced foreign proprietary technology by way of outright purchase or licensing or, or of acquiring independent intellectual property rights and mastering advanced proprietary technology through cooperative development. Interest subsidies are granted for the introduction of such advanced technologies.
Among them, those involving the light industry sector include:
Advanced papermaking machinery production technology with a web width of more than 6 meters and a speed of 1,200 m/min;
Manufacturing technology for formic acid pulping continuous cooking system equipment with a capacity of more than 300 tons/day;
Manufacturing technology for APMP high-yield pulping production lines with an annual output of more than 100,000 tons;
Manufacturing technology for chlorine-free pulp bleaching equipment;
Manufacturing technology for alkali recovery equipment;
Production technology for high-speed labeling machines with a capacity of 60,000 bottles/hour or more;
Battery and key material manufacturing processes and equipment technology (advanced power batteries such as lithium-ion batteries, mercury-free alkaline manganese batteries, solar cells, etc.; key materials include cathode materials and separators for advanced power batteries such as lithium-ion batteries);
Manufacturing technology for slush-molded nickel alloy electroformed molds;
Waste battery recycling and treatment processes and equipment technology that meet environmental protection requirements;
Waste home appliance shredding and sorting technology, etc.
The second part covers important equipment encouraged for import.
It refers to important equipment that China cannot yet independently develop and manufacture on its own but that is urgently needed in various fields of the national economy, as well as key components that cannot yet be produced domestically and need to be imported for the production of major technical equipment whose development is encouraged by the state. Interest subsidies are granted for the import of such products.
Among them, those involving the light industry sector include:
Machinery for making cellulose pulp;
Pulp sheet machines: web width ≥3200mm, operating speed ≥100m/min;
Paper machines (excluding associated winders and calenders): web width ≥3000mm, operating speed ≥350m/min;
Machinery for making paper or paperboard;
Molding machines for pulp, paper or paperboard products;
Die-cutting machines: rotary platen production speed ≥6,000 sheets/hour; flatbed platen production speed ≥4,500 sheets/hour;
Web offset presses for newspapers: printing speed of single-width machines >65,000 folio sheets/hour, double-width machines >140,000 folio sheets/hour (printing speed refers to the number of sheets printed per single web path and single width), web width ≥787mm;
Commercial web offset presses: printing speed per single cylinder >45,000 folio sheets/hour (printing speed refers to the number of sheets printed per single web path and single width), web width ≥880mm;
Sheet-fed offset presses: folio sheet-fed single-sided multicolor offset presses with a speed >16,000 sheets/hour and a sheet size ≥720×1020mm; folio sheet-fed double-sided multicolor offset presses: speed >13,000 sheets/hour, sheet size ≥720×1020mm; full-size and larger-than-full-size sheet-fed single-sided multicolor offset presses with a speed >13,000 sheets/hour and a sheet size ≥1000×1400mm; four colors and above;
Corrugated board production equipment: speed >140m/min, board width >2.2m, seven layers or more;
Ceramic metal halide lamp production equipment, etc.
The third part covers key industries encouraged for development.
These are mainly key industries selected from the encouraged category of the Catalogue for Guiding Industrial Structure Adjustment (2005 Edition), as well as from the fields designated for key support and development in the Several Opinions of the State Council on Accelerating the Revitalization of the Equipment Manufacturing Industry and in the adjustment and revitalization plans for key industries. Interest subsidies are granted for production equipment and components imported under investment projects that comply with national industrial policy and special plans (excluding products in the catalogue of products not eligible for tax exemption). As a relatively large number of equipment and components are involved, the import interest subsidies for equipment and components in this part shall be handled by reference to the management approach for tax reduction and exemption on equipment imported under encouraged-category investment projects.
The fourth part covers resource products and raw materials.
The import of resource products and raw materials is encouraged, and interest subsidies are granted for their import.
