On the morning of May 21, 2021, the inaugural meeting of the Paper-based Green Packaging Materials and Products Professional Committee of the China Technical Association of the Paper Industry (hereinafter referred to as the Paper-based Green Packaging Committee) was successfully held in Beijing. More than 80 representatives attended the meeting, from paper and paperboard, paper products, pulp molding, green chemicals and equipment manufacturing enterprises, end users such as logistics and food delivery and catering, and research institutes and universities.

Cao Chunyu, Vice Chairman and Secretary-General of the China Technical Association of the Paper Industry and Chairman of China Pulp and Paper Research Institute Co., Ltd., delivered a speech at the inaugural meeting of the Paper-based Green Packaging Committee.

Secretary-General Cao Chunyu said that against the backdrop of the global and Chinese push to "restrict plastics" and "ban plastics," paper-based packaging has been given newer and higher value, and has also brought new development opportunities to the industries related to the production and use of paper-based packaging, though it will inevitably include some challenges as well. How to scientifically guide all sectors of the industry to discover and seize new opportunities, respond to challenges and avoid possible disorder is a role that industry professional organizations should play and a pressing task at hand. In his speech, Secretary-General Cao required that the Paper-based Green Packaging Committee broadly absorb users from surrounding industries so that the needs of end users can be widely fed back and become the main thread guiding and driving the development direction of paper-based packaging; at the same time, it should also absorb the strength of the entire industry chain, including raw and auxiliary materials, production and manufacturing, and equipment, to form a closed capability loop for the committee as an organizer of industry development.

Wang Xiaoxin, Vice Chairman of the China Technical Association of the Paper Industry, read out the association's approval document for the establishment of the Paper-based Green Packaging Committee and announced its official establishment.

At the meeting, it was deliberated and approved that China Pulp and Paper Research Institute Co., Ltd. would be the chair member unit of the Paper-based Green Packaging Committee, with Tian Chao as chairman and Zhang Hongjie as vice chairman; China Light Industry Paper Products Inspection and Certification Co., Ltd., Xianhe Co., Ltd., Zhuhai Hongta Renheng Packaging Co., Ltd., Wanguo Paper Sun Ivory Board Co., Ltd., Sinar Mas Group APP (China) and Shanying International Holding Co., Ltd. would be vice-chair member units; Shunqihe (Shenzhen) Technology Co., Ltd. and JD Logistics Group would be specially invited member units; and the secretariat would be set up at China Pulp and Paper Research Institute Co., Ltd., with Liu Zhenhua as secretary-general. Subsequently, Secretary-General Cao Chunyu and Vice Chairman Wang Xiaoxin presented plaques to the chair member unit, the vice-chair member units and the specially invited member units.

At the inaugural meeting, the working measures of the Paper-based Green Packaging Committee and its 2021 work plan were also deliberated.

Finally, Tian Chao, Chairman of the Paper-based Green Packaging Committee of the China Technical Association of the Paper Industry and Deputy General Manager of China Pulp and Paper Research Institute Co., Ltd., delivered a speech.

Chairman Tian Chao said that at present all sectors of society and industry are paying close attention to how packaging materials will develop after the promulgation of the "plastics restriction order," to how paper packaging and related upstream and downstream industries can play a better role, to changes in the demand orientation of consumers and consumption platforms for packaging, and to what changes and improvements paper materials still need to make based on the existing industrial foundation - for example, how to break through technical bottlenecks so that pulp and paper products can have performance, and even costs, comparable to plastics, and how to explore and form quality standards and method standards that match new usage scenarios and turn them into norms for industry development.

This is an opportunity for transformation and upgrading for papermaking, packaging, machinery, chemicals and even the consumption end. It is the original intention behind the founding of the Paper-based Green Packaging Committee and its future work direction, namely, under the leadership of the China Technical Association of the Paper Industry, to join with all sectors concerned with the paper-based green packaging industry to discuss the industry's development direction, to solve together the difficulties and pain points encountered by all sectors of the industry in concrete implementation, and to coordinate and match the industry's resources and needs, so that the committee becomes a cooperation and exchange platform that supports the healthy and orderly development of the industry while bringing tangible benefits to participants.

After the inaugural meeting, the attending representatives visited the National Engineering Laboratory for Pulp and Paper and the National Paper Quality Supervision and Inspection Center.

The establishment of the Paper-based Green Packaging Committee of the China Technical Association of the Paper Industry is the paper industry's active response to the requirement in the new version of the "plastics restriction order" to "reduce and gradually prohibit the production and use of non-degradable plastic products, and find and develop substitute products." In the future, the Paper-based Green Packaging Committee of the China Technical Association of the Paper Industry will formally put its seminars into operation and actively perform its due functions by organizing a series of forums, conferences and salons, formulating group standards, carrying out online and offline policy, standard and technology presentations and training, initiating the solicitation of technical research projects, and possibly the matching of technology, talent and market needs, as well as online and offline exhibitions, displays and promotions.

Going forward, the Paper-based Green Packaging Committee of the China Technical Association of the Paper Industry and China Pulp and Paper Research Institute Co., Ltd. will continue to work with industry experts to advance the research, application and development of paper-based green packaging materials, and relevant enterprises are welcome to actively join the Paper-based Green Packaging Committee of the China Technical Association of the Paper Industry.
