Guizhou Liquor Packaging’s “Chain Effect”: Packaging Support Rate to Hit 80% by Year-End

In the height of summer, walking into Xinpu New Area and Xishui County in Zunyi, one sees a busy scene. Packaging projects are taking root one after another, and packaging plants are being completed and put into production one after another.

In recent years, under the strong leadership of the provincial Party committee and the provincial government, Guizhou's baijiu packaging enterprises have undergone a transformation from small to large, from weak to strong, and from scattered to clustered, and are providing sustained and strong momentum for economic acceleration with an endless "chain effect".

Guizhou's baijiu packaging industry chain is accelerating its rise.

Supplementing the chain: from joining hands to working together

"A good chess player plans the whole board." One move enlivens the whole board.

Baijiu and packaging were born to accompany each other.

However, for many years, the two major industries of Guizhou baijiu and packaging have developed unevenly.

Baijiu is an important pillar industry and an advantageous industry of our province. But before 2018, more than 70% of all baijiu packaging was done outside the province.

In response to the "pain point" of the low in-province supporting rate of baijiu packaging, a chain-supplementing campaign that turned baijiu packaging from "looking outward" to "looking to Guizhou" officially began.

At this point, our province's baijiu and packaging industries ushered in a historic turning point for development.

The government issued relevant policies to guide the healthy and orderly development of the two industries.

Our province specifically issued the "Implementation Plan for the Revitalization Action of the High-quality Tobacco and Alcohol Industry in Guizhou Province" and the "Implementation Opinions on Promoting the Transformation, Upgrading and Development of the Packaging Industry in Guizhou Province", proposing to encourage and support the packaging industry in strengthening supporting linkages with Guizhou's baijiu, tea, medicine and other industries.

Visiting and researching key enterprises to listen to their voices.

Guizhou's key baijiu enterprises have said one after another that, on the premise of ensuring product quality and technical service, they are willing to establish long-term cooperation mechanisms with packaging enterprises in the province.

The former has policy support; the latter has enterprise backing.

Such "favorable conditions" must be acted upon.

In August 2019, an exchange meeting was held in Guiyang - the Guizhou Packaging Industry and Baijiu Industry Supply and Demand On-site Exchange Meeting, meaning the two industries conducted on-site exchange and cooperation for the first time.

Exchange does not stop, cooperation does not halt.

To date, our province has organized 7 supply and demand matching activities between baijiu enterprises and packaging enterprises.

This fully demonstrates the high attention of the government, the industry and enterprises to the development of the baijiu and packaging industries, and also fully reflects Guizhou's desire to urgently increase the proportion of in-province packaging support and improve the industry chain.

Under the deployment of a series of measures, Guizhou baijiu packaging's "looking to Guizhou" was strongly promoted.

In just about 3 years, Guizhou baijiu packaging achieved leapfrog fission, high-quality development and great strides forward, effectively promoting industrial supporting collaboration, common enterprise interests and maximization of the province's value.

In 2019, the provincial in-province supporting rate of baijiu packaging reached 43.2%.

In 2020, the provincial in-province supporting rate of baijiu packaging reached 52.3%.

Under the high-level promotion of the government, the cohesive force of the association and the strong support of enterprises, at present, our province's baijiu enterprises and packaging enterprises present a situation of integrated interaction, mutual dependence and mutual accompaniment.

What is the secret of development behind such leapfrog fission? The head of the provincial high-quality tobacco and alcohol industry special work team introduced that the development secret is to adhere to the whole-industry-chain thinking, and to do everything possible to improve the industry chain, smooth the supply chain and upgrade the value chain.

Building a "chain economy" and expanding industrial clusters. Guizhou baijiu and packaging industries are bound to have great prospects.

Strengthening the chain: from gathering strength to writing a new chapter together

On July 28, the 2021 Provincial Baijiu Enterprise and Packaging Enterprise Supply and Demand Matching and Investment Promotion Conference was held in Xishui.

Ao Hong, Deputy Secretary of the Party Leadership Group and Deputy Director of the Provincial Department of Industry and Information Technology, and head of the provincial high-quality tobacco and alcohol industry special work team, said: "At this year's meeting, my deepest impression is the 'four mosts'."

• The most participating enterprises: nearly 100 baijiu and packaging enterprises actively participated, the largest number in past years;
• The broadest scope of matching: the scope of on-site observation and negotiation between the supply and demand sides covered products across the entire packaging supporting chain, the widest business coverage in past years;
• The richest forms: the meeting included inspection and observation, face-to-face matching, investment promotion, information release and more, with the highest content value in past years;
• The most fruitful results: more than 30 supply and demand projects were signed, and more than 10 enterprises were introduced, the most abundant results in past years.

At the promotion conference, Ao Hong also announced several sets of data for the first half of this year, which are worth noting.

Guizhou's baijiu output increased by 51% year on year, reaching the highest output for the same period in recent years.

The provincial in-province supporting rate of baijiu packaging reached 69.7%, an increase of 17.4 percentage points over the full year of 2020, and will reach 80% by the end of the year.

The in-province supporting rates of Moutai, Xijiu, Guotai and Jinsha reached 69%, 86.8%, 83.2% and 70% respectively.

From these data, we can gladly see that the in-province packaging supporting rate of baijiu has risen steadily and climbed continuously, and the phased target of an 80% in-province baijiu packaging supporting rate is in sight.

At present, the province's packaging industry is mainly concentrated in four fields: paper product packaging, plastic packaging, glass packaging and metal packaging, showing a development trend of "rising volume, superior quality, diversity and innovation", and has become an important part of the province's industrial economy.

Cheng Su, President of the Provincial Packaging Federation, said: "Guizhou's baijiu enterprises and packaging enterprises present a situation of integrated interaction, mutual dependence and mutual accompaniment."

At the promotion conference, our province released the 2022 baijiu packaging materials demand plan (first batch). A total of 10 key baijiu enterprises and 44 key industry packaging materials enterprises participated in this baijiu packaging materials demand release plan, releasing a total of 156 demand items.

The 10 key baijiu enterprises are Moutai, Xijiu, Guotai, Jinsha, Diaoyutai, Zhenjiu, Dongjiu, Yaxi, Guizhou Chun and Jinsha Andi Doujiu. The demand categories are labels, color boxes, color ribbons, capsule caps, cartons, carry bags, bottle caps and bottles.

With the flag raised, the heart has direction; with the move made, the mind is confident. Standing at a new starting point, Guizhou's baijiu packaging chain economy is galloping forward, and will surely inject strong momentum into high-quality development.
