Chongqing Unveils Plan for Green Transformation of Express Packaging: No Secondary Packaging by 2025
As Double 11 approaches, while shopping madly, have you noticed the waste in express packaging?
On November 2, the official website of the Chongqing Development and Reform Commission issued a notice on the "Implementation Opinions of Chongqing Municipality on Accelerating the Green Transformation of Express Packaging" (hereinafter referred to as the "Opinions"), giving the green transformation of express packaging a "Chongqing plan".
The "Opinions" make clear that Chongqing will advance the green transformation of express packaging in two steps: next year, the proportion of Chongqing e-commerce express parcels that are no longer secondarily packaged will reach 85%; by 2025 the green transformation will be basically achieved, secondary packaging will be eliminated, and the application scale of recyclable express packaging will reach 100,000 units.
Specifically, by 2022, Chongqing will basically form an incentive and constraint mechanism for express packaging governance; standardized management of e-commerce and express delivery will be widely implemented, the proportion of e-commerce express parcels that are no longer secondarily packaged will reach 85%, and the application scale of recyclable express packaging will reach 70,000 units.
By 2025, Chongqing will form a long-term governance mechanism running through the entire chain of express packaging production, use, recycling and disposal; e-commerce express parcels will basically no longer be secondarily packaged, the application scale of recyclable express packaging will reach 100,000 units, major progress will be made in new models and new business forms of packaging reduction and green recycling, and the green transformation of express packaging will be basically achieved.
To achieve the green transformation goals, the "Opinions" put forward a number of specific measures.
To strengthen green governance of express packaging, Chongqing will advance source reduction of express packaging materials, promote the gradual cessation of the use of non-degradable plastic packaging bags and disposable plastic woven bags across the city, reduce the use of non-degradable plastic tape, and promote the use of low-grammage, high-strength express packaging cartons and glue-free cartons; it will promote full coverage of electronic waybills in the city's express delivery business and substantially increase the application proportion of recyclable transfer bags (boxes), standardized pallets and container unit appliances.
To reduce the use of disposable plastic foam boxes and the like, the "Opinions" encourage the promotion and application of recyclable and foldable express packaging, recyclable delivery boxes and reusable refrigerated express boxes in same-city fresh food delivery and bulk cargo logistics of chain supermarkets.
At the same time, secondary packaging of e-commerce express parcels will be reduced; upstream and downstream coordination among e-commerce and express delivery companies and commodity manufacturers will be strengthened to design and apply e-commerce commodity packaging that meets the needs of express logistics and delivery. A number of commodity categories will be selected to promote original-package direct shipping of e-commerce express parcels, advance integrated packaging and minimalist packaging, and reduce secondary packaging of e-commerce commodities in the shipping process.
In terms of raising the standardization level of express packaging products, Chongqing will promote the standardization, serialization and modularization of express packaging products, improve their matching with the items being shipped, prevent the use of large boxes for small items, and reduce arbitrary packaging; e-commerce and express delivery companies will be fully prohibited from using inferior packaging bags with excessive heavy metal content or solvent residues, and the use of fillers made of toxic and harmful materials will be prohibited. For those with prominent problems of illegal production and use, special rectification will be carried out against manufacturers of toxic and harmful inferior express packaging and e-commerce and express delivery companies that use them in violation of regulations.
Regarding express delivery companies, the "Opinions" propose incorporating irregular sorting, delivery and packaging operations into the catalogue of random inspection items for the express industry, promoting the resolution of passive excessive packaging, keeping public complaint and reporting channels open, and standardizing the "last mile" of parcel delivery.
To advance the application of recyclable express packaging, the "Opinions" also make clear that the people's governments of all districts and counties should, in conjunction with the construction of smart cities and smart communities, plan and build a number of shared express delivery terminals and recyclable express packaging recycling facilities in communities, universities, business centers and other places; when carrying out urban renewal and the renovation and upgrading of existing housing stock and the renovation of old urban residential areas, they should support the construction of shared express delivery terminals and recyclable express packaging recycling facilities. At the same time, in accordance with national arrangements, districts and counties with the right conditions will be selected to carry out pilot demonstrations of large-scale application of recyclable express packaging.
