Guangdong Drugmaker Again Found with Non-Compliant Product Packaging Void Ratio
On April 26, the Shanghai Municipal Administration for Market Regulation conducted a supervisory spot check on the (excessive) packaging of health food products produced and sold in the city. A total of 56 batches of products were checked in this spot check, and 9 batches failed the inspection.
This supervisory spot check was based on the requirements of standards such as GB23350-2009 "Requirements for Limiting Excessive Packaging of Commodities - Food and Cosmetics" and JJF1244-2010 "Rules for Metrological Inspection of Food and Cosmetics Packaging", and the following items were tested: packaging void ratio and number of packaging layers.
Among them, the Kangfulai brand American ginseng buccal tablets (0.6g/tablet x 12 tablets/box x 10 boxes, 2019-07-16) produced by Guangdong Kangfulai Pharmaceutical Co., Ltd. were found to have an unqualified packaging void ratio.
It is understood that "packaging void ratio" refers to the ratio of the volume of unnecessary space inside the commodity packaging to the volume of the commodity sales packaging. "Requirements for Limiting Excessive Packaging of Commodities - Food and Cosmetics" stipulates that as long as any one of the three indicators - packaging void ratio, number of packaging layers and the proportion of packaging cost in the selling price - is unqualified, it constitutes excessive packaging.
According to information on its official website, the Kangfulai Group was founded in 1972 and entered the mainland for development in 1985. Guangdong Kangfulai Pharmaceutical Co., Ltd. is mainly engaged in the production of health products and Chinese patent medicines.
The Qichacha APP shows that as early as 2015, Guangdong Kangfulai Pharmaceutical Co., Ltd. was penalized in a case of producing and selling food with heavy metal content exceeding the limits set by food safety standards; in 2016, because it produced American ginseng buccal tablets that did not conform to mandatory standards, the Shunde District Market Bureau ordered the party concerned to stop producing the non-conforming American ginseng buccal tablets and to carry out the necessary technical treatment, and imposed a fine of 50,000 yuan; in 2017, because it produced and sold health food whose labels and instructions did not conform to the provisions of the Food Safety Law, Guangdong Kangfulai Pharmaceutical Co., Ltd. had 177,191.11 yuan of illegal gains confiscated by the Foshan Shunde District Market Bureau, and the health food involved was also confiscated;
On May 7, 2020, the Shanghai Municipal Administration for Market Regulation released the "2019 Shanghai Commodity Packaging (Excessive Packaging) Supervisory Spot Check Results". Among them, 5 batches of products produced by Guangdong Kangfulai Pharmaceutical Co., Ltd. - Kangfulai Ejiao Bird's Nest Drink, Ejiao Ginseng and Medlar Drink, 2 batches of Rock Sugar Bird's Nest Drink, and Ginseng Paste (Plant Beverage) - failed the packaging void ratio check.
In addition, according to relevant media reports, a sampling inspection of the "Kangfulai High-Nutrition Protein Powder" purchased by Qingdao Runtai Enterprise Co., Ltd. from Guangdong Kangfulai Pharmaceutical Co., Ltd. found that the product's label and sodium items did not meet the relevant requirements and it was a non-conforming product, and a fine of 60,000 yuan was imposed.
The reporter interviewed the relevant person in charge of the company. As of the time the reporter filed this story, the relevant person in charge had not replied.
