Printers, Take Note: Zhejiang Rolls Out "Cloud Supervision" for Pollution Control
Recently, Baibu Economic Development Zone (Baibu Town) in Haiyan County, Zhejiang Province, launched an "environmental steward" project, using digital technical means in the "smart environmental protection management platform" to achieve "cloud supervision" and reduce environmental risk hazards for printing industry enterprises within its jurisdiction.
In the office of the environmental steward of Baibu Economic Development Zone (Baibu Town), staff were checking the pollutant discharge situation in the printing cluster area. Chen Changrong, head of the Baibu environmental steward project team, told reporters that as long as abnormalities occur in the operation of an enterprise's pollution-generating equipment and pollution-control equipment, the platform will raise an alarm on both computers and mobile phones at the same time. "A single abnormality triggers an SMS reminder to the owner; after multiple abnormal alarms, the site will be judged as a medium-risk enterprise or a high-risk enterprise," Chen Changrong said.
The efficient and accurate "cloud supervision" benefits from the "electricity consumption monitoring system" installed in the enterprises. Since March this year, Baibu has installed the "electricity consumption monitoring system" in more than 120 printing enterprises within its jurisdiction that involve pollution-control facilities, collecting real-time operating data of enterprise pollution-control facilities, while integrating data from existing online pollution source monitoring and automatic environmental quality monitoring stations to build an all-round monitoring and supervision system.
"Sometimes equipment fails and we do not notice it; now the platform monitors in real time and helps us avoid some risks." Zhu Jianwei, head of Haiyan County Huaxin Printing Industrial Co., Ltd., said that once pollution-control facilities become abnormal, the system will immediately notify the enterprise head to carry out self-inspection, eliminating the problem in the bud.
The environmental steward also posted "inspection QR codes" at 449 "hazardous waste" and "waste gas" points in the printing park and cluster area. On site, inspectors scan the QR code to learn the inspection priorities of that point. After the inspection photos and data are uploaded directly to the "smart environmental protection management platform", cloud computing technology is used to judge the operating status of the enterprise and assign a dedicated red, yellow or blue "environmental code". For enterprises with relatively high environmental risks and more hidden dangers, the environmental steward will organize professionals to conduct on-site inspections and formulate solutions.
"This is an attempt to digitalize environmental supervision." A relevant person in charge of Baibu Economic Development Zone (Baibu Town) said that through the establishment of the Baibu smart environmental protection management platform and the arrival of the environmental steward, supervision blind spots in pollution prevention and control of printing industry enterprises will be further cleared, providing more scientific guidance for enterprise pollution prevention and control.
