Recently, the city organized the supervision spot check on commodity packaging for the third quarter of 2014, conducting a supervision spot check on the commodity packaging of alcoholic beverages produced and sold in the city. A total of 81 batches were spot-checked, and 10 batches failed inspection. This supervision spot check on commodity packaging mainly drew samples from commodities awaiting sale at food and cosmetics sales venues.

To improve the relevance of the spot check, commodities that could be determined by simple judgment not to constitute excessive packaging were not sampled. In accordance with the requirements of GB23350-2009 Requirements for Restricting Excessive Package - Foods and Cosmetics and JJF1244-2010 Rules for Metrological Inspection of Food and Cosmetics Packaging, items such as packaging void ratio, number of packaging layers, and the ratio of packaging cost to sales price were inspected.

According to the national mandatory standard, the void ratio of sales packaging for alcoholic beverages shall not exceed 55%. In this spot check, the non-conforming items of the 10 batches of excessive commodities were all packaging void ratios exceeding the requirements of the standard.

For excessively packaged commodities, in accordance with the Several Provisions of Shanghai Municipality on the Reduction of Commodity Packaging, the city has transferred the case to the quality and technical supervision department of the district (county) where the inspected enterprises are located, ordering the sales enterprises to immediately stop selling non-conforming products in accordance with the law and prohibiting the sale of commodities that violate mandatory provisions; for products from other provinces and cities, the provincial-level quality and technical supervision departments at the places where their production enterprises are located were notified for handling. Consumers can check the specific spot check results on the city's website (www.shzj.gov.cn).
