Shanghai Press and Publication Bureau Opens Green Channel for Expo Printed Materials

Published:2021-04-16 · Industry News

During the Shanghai World Expo, overseas participating countries will have a large volume of publications, promotional materials, design drawings, audio-visual products and other printed and reproduced materials that need to be printed.

Taking service to the Expo as an opportunity, the Shanghai Municipal Press and Publication Bureau, while maintaining strict supervision, held numerous talks and consultations with the Shanghai World Expo Coordination Bureau, the Customs of the Shanghai Waigaoqiao Bonded Zone, the Shanghai Customs Supervision Service Center stationed in the World Expo Park, the China National Publications Import and Export Corporation and other units, and established a green channel for Shanghai printing enterprises to take on printing business for overseas participating countries. On the one hand, the channel upholds principles: it strictly implements the Regulations on the Administration of the Printing Industry and guarantees that all printed materials produced by Shanghai printing enterprises for overseas participating countries leave the country; on the other hand, it spares these printed materials the ordeal of the "long journey" of actually leaving and then re-entering the country.

The general procedure of the green channel is as follows: after a printing enterprise finishes printing, the products enter the logistics park of the Shanghai Waigaoqiao Bonded Zone, and then the Shanghai Branch of the China National Publications Import and Export Corporation, designated by the General Administration of Press and Publication, handles the import formalities for these products. In this way, these printed materials can complete the relevant formalities in about three to four days, and can also enjoy discounts on service fees and storage fees. In addition, in order to shorten the review time for printing overseas publications, the Municipal Press and Publication Bureau implements online declaration in parallel with paper-based acceptance for overseas printing business; once the review is passed, the enterprise is notified online that the review has passed, and it can go to press immediately. Overseas packaging printed materials and other printed materials can also be filed online.
