Export Dangerous Goods Packaging Requires Consistency Between Goods and Certificate

Published:2021-04-16 · Industry News

Editor's note: According to the requirements, the specifications, model and product structure on the "Inspection Result Sheet of Transport Packaging Performance for Goods Exported" handled by a dangerous goods packaging manufacturer must be consistent with the periodic performance test report. Recently, inspectors of the Shandong Tai'an Inspection and Quarantine Bureau found a case of inconsistency between goods and certificate during an on-site inspection of a batch of pesticide products. The person in charge reminded export enterprises to pay attention to the consistency of goods and certificate before declaring for export, so as to avoid economic losses caused by similar mistakes.

According to the requirements of relevant Chinese laws and regulations, the specifications, model and product structure in the Inspection Result Sheet of Transport Packaging Performance for Goods Exported handled for dangerous goods packaging must be consistent with the periodic performance test report. If goods are detained by the Inspection and Quarantine Bureau because of inconsistency between goods and certificate, the loss will outweigh the gain.

Recently, inspectors of the Shandong Tai'an Inspection and Quarantine Bureau found during an on-site inspection of a batch of pesticide products that the packaging performance inspection result sheet submitted by the enterprise showed the declared packaging to be combination packaging, with a carton as the outer container and a plastic bottle as the inner container, whereas the carton actually used for packaging on site, although consistent in specifications with the result sheet, was used for solid powder as the declared product, which was not divided into portions in plastic bottles but in foil pouches, so there was a case of inconsistency between goods and certificate.

According to the requirements, the specifications, model and product structure on the "Inspection Result Sheet of Transport Packaging Performance for Goods Exported" handled by a dangerous goods packaging manufacturer must be consistent with the periodic performance test report. If the product submitted by a packaging manufacturer for inspection is combination packaging, its performance inspection result sheet can only be handled according to the specifications and model of the submitted product; yet after obtaining the performance inspection result sheet, the export enterprise put it into use without carefully checking whether the contents of the certificate were consistent with the actual situation.

Here, the person in charge reminds export enterprises that before declaring for export, they should determine whether the performance inspection result sheet provided by the packaging manufacturer is fully consistent with the packaging specifications, model and product structure, and it is best to find out in advance whether the packaging manufacturer can provide the corresponding performance inspection result sheet before making the purchase, so as to avoid similar mistakes that delay shipment and cause economic losses.
