Overall Approach to the 12th Five-Year Development Plan for China's Printing Industry

The General Administration of Press and Publication is organizing the formulation of the 12th Five-Year Development Plan for the printing industry. The overall goal is: by the end of the 12th Five-Year Plan period, major progress shall have been made in the transformation from a big printing country to a strong printing country, striving to achieve the goal of becoming a strong country ahead of schedule within the news and publishing industry. During the 12th Five-Year Plan period, the growth rate of China's total printing industry output value shall basically keep pace with national economic development. National printing demonstration bases shall be established and improved, and a number of competitive printing enterprises shall be cultivated. With primary and secondary school textbooks, government procurement products and food and drug packaging as the focus, green printing shall be vigorously promoted. With digital printing, digital workflows, CTP and digital management systems as the focus, digital technology shall be promoted throughout the industry. The following eight areas of work shall be emphasized:

1. Transform the development mode, adjust the industrial structure, cultivate, and enhance competitive strength. Guide the entire printing industry in accelerating the transformation of its development mode; further adjust the industrial layout and optimize the allocation of resources; build and improve "national printing demonstration bases".
2. Build an environmental protection system, promote green development, and guide the green transformation of the industry. Jointly with the Ministry of Environmental Protection, formulate and improve green and environmental printing standards, establish a whole-process green printing standard system from raw material procurement to printing production and through to the recovery of products after use, and gradually form a relatively complete green and environmental printing management and standards system.
3. Rely on scientific and technological progress, advance technological innovation, and guide industrial transformation. We must persist in taking the enhancement of independent innovation capability as the core and give full play to the industrial support role of the printing equipment and materials industries. We shall focus on organizing well the "major project of digital printing and printing digitalization" and form a number of printing enterprises with independent intellectual property rights.
4. Regulate market order and improve and upgrade management services. Revise and improve the Regulations on the Administration of the Printing Industry and related rules, adding content on annual verification, enterprise entry thresholds, exit mechanisms, quality supervision and management, and the supervision of digital printing business activities.
5. Expand emerging markets and enlarge exchanges and cooperation. Guide and cultivate printing enterprises in creating new profit models and expand the real demand of the printing market. Stabilize and expand export markets and vigorously open up emerging markets.
6. Improve the quality system and promote product upgrading. Formulate and improve printing quality standards and gradually form a relatively complete printing quality standards system. Strengthen the building of printing product quality supervision and testing institutions at all levels and complete the expert team.
7. Strengthen talent training and raise the quality of the industry. Increase efforts in talent training and vigorously implement the quality project, the talent project and the highly skilled talent project, strengthening systematic professional training for leading talent, managerial talent, business talent and professional technical talent.
8. Strengthen coordination and guidance and give play to the role of associations. Strengthen the coordination and guidance of the work of printing-related associations, research institutions and other industry organizations, support associations in performing their duties of industry coordination, supervision, service and rights protection in accordance with laws and regulations and their own charters, and give full play to the role of associations in industrial development, industry self-discipline, standard formulation, qualification certification, training and competitions, and the building of an industry credit system. Give full play to the role of printing research institutions in technological progress, market research and industry guidance.
