(2022 Edition)

1 Sampling method

Samples are taken by random sampling from the products awaiting sale of the sampled producers and sellers.

Random numbers are generally generated using methods such as random number tables.

Film-type products: 3 rolls of samples are taken from each batch of products; the outer layer of each roll of film is removed by 2 m, and 2.5 m2×2 is taken from each roll of film, evenly divided into 2 portions, of which 1 portion is used as the inspection sample and 1 portion as the reserve sample; for liquid food fresh-keeping packaging paper-based composite material products whose applicable standard is GB/T 18706—2008 and liquid food packaging plastic composite film and bag products whose applicable standard is GB/T 19741—2005, 2.5 m2×3 should be taken from each roll of film, evenly divided into 3 portions, of which 1 portion is used as the sample for other inspections, 1 portion as the sample for microbiological inspection, and 1 portion as the reserve sample.

Bag-type products: 3 boxes are taken from each batch of products, and 30 pieces×2 are taken from each box (bag size should be no less than 15 cm×15 cm), evenly divided into 2 portions, of which 30 pieces×3 are used as the inspection sample and 30 pieces×3 as the reserve sample; for liquid food fresh-keeping packaging paper-based composite material products whose applicable standard is GB/T 18706—2008 and liquid food packaging plastic composite film and bag products whose applicable standard is GB/T 19741—2005, 30 pieces×3 should be taken from each of the 3 boxes respectively (bag size should be no less than 15 cm×15 cm), evenly divided into 3 portions, of which 30 pieces×3 are used as the sample for other inspections, 30 pieces×3 as the sample for microbiological inspection, and 30 pieces×3 as the reserve sample.

2 Inspection basis

For products implementing enterprise standards, group standards or local standards, the inspection items shall be implemented with reference to the above content.

For any dated document, all subsequent amendment sheets (excluding corrigenda) or revised editions are not applicable to these Rules. For any undated document, the latest version is applicable to these Rules.

Currently effective enterprise standards, group standards, local standards and quality requirements explicitly stated on products

3.2 Determination principles

After inspection, if all inspection items are qualified, the sampled product is determined as having no nonconformities found in the inspected items; if any one or more of the inspection items are nonconforming, the sampled product is determined as nonconforming.

If the quality requirements explicitly stated on the inspected product are higher than the standard requirements on which the inspection items in these Rules are based, the determination shall be made according to the quality requirements explicitly stated on the inspected product.

If the quality requirements explicitly stated on the inspected product are lower than the mandatory standard requirements on which the inspection items in these Rules are based, the determination shall be made according to the mandatory standard requirements.

If the quality requirements explicitly stated on the inspected product are lower than or include the recommended standard requirements on which the inspection items in these Rules are based, the determination shall be made according to the quality requirements explicitly stated on the inspected product.

If the quality requirements explicitly stated on the inspected product lack the mandatory standard requirements on which the inspection items in these Rules are based, the determination shall be made according to the mandatory standard requirements.

If the quality requirements explicitly stated on the inspected product lack the recommended standard requirements on which the inspection items in these Rules are based, that item shall not participate in the determination.

Because solvent residues (total solvent residues and benzene-type solvent residues) are volatile and unstable, and long-term storage affects their residual bulk content, no re-inspection shall be carried out for the nonconforming solvent residue items (total solvent residues and benzene-type solvent residues).

In accordance with the provisions of Article 7.3 of GB 4789.1—2016 National Food Safety Standard General Rules for Microbiological Examination of Food, which states that "after the inspection results are reported, the remaining samples and products of the same batch shall not undergo re-inspection for microbiological items", and Article 19 of the National Health Commission's "Provisions on National Health Supervision Sampling Inspection of Health-Related Products" (Wei Jian Du Fa [2005] No. 515), which states that "products with microbiological indicators exceeding the standard shall not be re-inspected", no re-inspection shall be carried out for nonconforming microbiological indicators.

These Rules replace the "Implementation Rules for National Supervisory Spot Checks on the Quality of Composite Film Bags" in the "Announcement of the State Administration for Market Regulation on the Release of Implementation Rules for National Supervisory Spot Checks on the Quality of 62 Products Including Toys" (No. 15 of 2021).
