New National Standard Requires: Packaging Must Not Exceed 3 Layers
On May 26, the State Administration for Market Regulation (Standardization Administration) held a press conference to introduce the No. 1 Amendment to the national standard GB 23350-2021 "Requirements to Restrict Excessive Packaging of Commodities — Food and Cosmetics" recently approved and issued, advocating green production and green consumption and promoting the high-quality development of the mooncake and zongzi industries.
The amendment specifically includes:
1. Reducing the number of packaging layers.
The number of packaging layers for mooncakes and zongzi is reduced from a maximum of no more than four layers to a maximum of no more than three layers.
2. Compressing packaging voids.
The necessary space coefficient is the core indicator of packaging voids, reflecting how compact the packaging is; the smaller the value, the smaller the packaging void. This time, the necessary space coefficient for mooncakes was lowered from 12 to 7, equivalent to a 42% reduction in packaging volume; the necessary space coefficient for zongzi was lowered from 12 to 5, equivalent to a 58% reduction in packaging volume.
3. Reducing packaging costs.
For mooncakes and zongzi with a sales price above 100 yuan, the proportion of packaging cost to sales price is reduced from 20% to 15%; for mooncakes and zongzi with a sales price below 100 yuan, the packaging cost proportion remains unchanged at 20%; at the same time, packaging materials are required not to use precious metals or mahogany materials.
4. Stricter mixed-packing requirements.
It stipulates that mooncakes should not be packed together with other products, and zongzi should not be packed together with other products priced higher than themselves.
The implementation date of this amendment is August 15, 2022.
