Regulations on the Administration of the Printing Industry to Be Amended
[ppzhan Abstract] If industry standards are the compass for the industry's economic development, then industry rules and regulations are the admission rules for the industry market, conducive to establishing a fair and orderly market competition mechanism. Recently, relevant departments solicited opinions on revisions to the 'Regulations on the Administration of the Printing Industry'.
Establishing a sound and fair competition environment requires institutional development as a prerequisite. Since the 'Regulations on the Administration of the Printing Industry' were promulgated and implemented in 2001, they have played a positive role in regulating industry order and promoting the healthy development of the industry. But as practice has developed, the call for revising and improving the Regulations has grown louder and louder. We started research work on revising the Regulations back in 2009, extensively collected the opinions of local printing regulatory departments, and carried out several special investigations; at present a first draft has been formed. Next, on the basis of soliciting opinions from all sides, this draft should be further improved, and every effort should be made to submit it for review to the Legislative Affairs Office of the State Council as soon as possible.
The revision of the Regulations will mainly focus on the following issues: first, strengthen the responsibility for quality supervision and management, so that printing quality problems will be investigated and dealt with according to law. Second, improve the annual verification system, and make clear that the exit mechanism should be improved through annual verification work so as to achieve industrial structure adjustment. Third, adjust the authority for administrative penalties, and intensify penalties for illegal printing activities so as to embody 'easy entry, strict management'. Fourth, support the development of green printing and digital printing, and encourage and guide enterprises to carry out technological transformation. We hope everyone will put forward more and better opinions and suggestions on this.
