Kunshan Carton Factory Ordered to Relocate Within a Deadline After Multiple Environmental Violations
Recently, staff of the Comprehensive Administrative Law Enforcement Bureau of Jinxi Town, Kunshan City, Jiangsu Province, found during a patrol in Changyun Village that a carton packaging factory had several environmental violations. The city's "263" Office required the relevant departments of Jinxi Town to urge rectification of the problems and to vacate the premises within a deadline.
Multiple environmental violations
Reporters saw at the site that although the machines in the workshop were not operating, there was severe dust accumulation on the floor, cartons were placed too densely, waste was piled up randomly, and printing wastewater was discharged directly into the sewer without treatment.
"In the printing process, enterprises use some inks, and inks may produce some volatile organic compounds that cause a certain amount of air pollution. During our on-site inspection we found that the enterprise's pollution prevention and treatment facilities were far from adequate. Next we will urge the enterprise to actively push forward with rectification, and if rectification falls short we will shut it down and ban it as soon as possible," said Tian Tao, director of the Environmental Protection Office of the Jinxi Town Comprehensive Administrative Law Enforcement Bureau.
Relevant laws and regulations
According to Articles 45 and 48 of Chapter IV of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, production and service activities that generate waste gas containing volatile organic compounds shall be carried out in enclosed spaces or equipment, and pollution prevention and control facilities shall be installed and used as required; where enclosure is impossible, measures shall be taken to reduce waste gas emissions.
Industrial production enterprises shall adopt measures such as enclosure, fencing, covering, sweeping and water spraying to reduce the emission of dust and gaseous pollutants generated in the storage, transmission, loading and unloading of internal materials.
