Printing Plant Fined 100,000 Yuan for Disposing of Machine-Cleaning Rags as Household Waste
Raw materials are soaring, labor is expensive, and environmental protection is tightening. How difficult today's printing industry has become!
Because an employee mixed a few machine-cleaning rags into domestic waste, a printing factory in Wenzhou was fined 100,000 yuan - a painful lesson that industry peers should heed.
"Is it just throwing away a waste rag? Is it worth a 100,000 yuan fine?" Recently, a printing enterprise in Wenzhou was filled with regret after receiving a fine notice of as much as 100,000 yuan for improper handling of hazardous waste.
In most people's impression, throwing waste rags into a trash bin is quite proper. Some may think a 100,000 yuan fine for carelessly discarding waste rags is too heavy, but in fact the waste rags generated in printing processing are not just waste rags - they are hazardous waste and cannot be disposed of together with ordinary domestic waste.
Recently, the Cangnan Branch of the Municipal Ecological Environment Bureau investigated and handled a case of environmental violation involving the mixed storage of hazardous and non-hazardous waste.
In August this year, when law enforcement officers of the Cangnan Branch of the Municipal Ecological Environment Bureau conducted an on-site inspection of a packaging Co., Ltd., they found the company was in production. Its main production equipment included 4 gravure presses, 3 of which were in production during the on-site inspection. It used BOPP film, ink and thinner as raw materials and was mainly engaged in the printing and processing of packaging and decorative printed materials. The production process is: BOPP film - printing - finished product. The production and processing process generates the hazardous wastes waste ink drums (waste packaging drums) and waste rags (waste machine-cleaning rags).
During the inspection, law enforcement officers found that the company stored the waste rags (waste machine-cleaning rags) generated in production together with domestic waste in a trash bin in the workshop. After sorting and weighing, the waste rags (waste machine-cleaning rags) totaled 6.6 kilograms. According to the company's Environmental Impact Report Form for Construction Projects and the National Catalogue of Hazardous Wastes (2021 Edition), the waste rags (waste machine-cleaning rags) are hazardous waste with the waste category HW49 Other Wastes and the waste code 900-041-49.
The Cangnan Branch of the Municipal Ecological Environment Bureau filed a case and investigated it.
The company's act of mixing the hazardous waste rags (waste machine-cleaning rags) into non-hazardous waste (domestic waste) and storing them in a trash bin in the printing workshop is suspected of violating the provisions of Paragraph 2, Article 81 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste.
In September, the Cangnan Branch of the Municipal Ecological Environment Bureau, in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, imposed an administrative penalty of a fine of exactly 100,000 yuan on the company.
