Beijing Printing Association Launches Vocational Skills Training and Certification for the Printing Industry

Published:2021-04-16 · Industry News

In order to earnestly implement the requirements of the 'Outline of the National Medium- and Long-Term Talent Development Plan (2010-2020)' and the State Council's 'Opinions on Strengthening Vocational Training to Promote Employment', and through the continuous improvement of practitioners' vocational skill levels to accelerate the pace of transformation and upgrading across the industry, the Beijing Printing Association, together with Bizhi Printing Network, Beijing Bisheng Training School and Beijing No. 70 Vocational Skill Appraisal Institute, plans in 2013 to rely on the industry's strong technical teaching team to jointly carry out vocational skill training and appraisal work for the printing industry. The notice is as follows:

  1. Training objectives and training methods

In 2013, 1,200 people are planned to be trained, with the specific training figures broken down as: 40 senior technicians, 20 technicians, 240 higher-grade workers, 400 intermediate workers and 500 junior workers.

(1) In 2013, training will focus on skill-improvement training for in-service employees while also covering emerging vocational skills training. Starting this year and through 2015, efforts will be made to achieve a proportion of 50% for junior and intermediate workers and 20% for higher-grade workers. Transforming enterprises' existing workforce into a real talent team will markedly raise the quality of the printing workforce in Beijing so as to meet the needs of industrial upgrading, transformation and sustainable development. Under the situation of recruitment difficulties and labor shortages, focusing on improving the skill quality of enterprises' existing talent pool is the way to solve the current shortage of frontline technical backbones.

(2) Make full use of the preferential policies of Beijing Municipality and its districts for human resources training to reduce the cost of vocational skill training for enterprises and individual employees. The Beijing Printing Association assists participating enterprises in handling and providing the relevant procedures and formalities. At the same time, inter-plant joint training will be carried out in development zones where enterprises are concentrated; this year a trial will first be made in the Yizhuang Economic and Technological Development Zone. Training bases will be set up in enterprises where conditions permit, with nearby enterprises in the vicinity taking part. Training experts will go to the training bases to conduct targeted teaching on site and can provide technical support, improving the effectiveness of vocational skill training.

(3) Explore new ideas, new methods and new models for vocational skill training under the new situation. Under the leadership and coordination of the Beijing Printing Association, Bizhi Printing Network, Beijing Founder Electronics Co., Ltd., Beijing Bisheng Training School and Beijing No. 70 Vocational Skill Appraisal Institute will jointly explore a new model of online network video training. Through the complementarity of advantageous resources from multiple parties and the integration of online and offline training resources, professional, personalized and diversified printing training will be provided to enterprises, enhancing employees' professional skills, building enterprises' soft power, freeing up enterprises' training effort and saving enterprises' training costs. In 2013 the focus will be on enriching video material content to lay a good foundation for the website's initial launch and long-term future operation.

(4) Carry out post-competition training services. Post-competition training services are a part of the training work that we cannot ignore. Experts will be organized to first provide comprehensive training to contestants who won senior technician and technician titles in the competition, filling in the courses essential for technicians such as writing papers, thesis defense and preparing training lesson plans.
