Editor's note: On the morning of April 23, 2014, the National Printing Standardization Technical Committee held the founding meeting of the drafting group for this standard in Conference Room C on the 2nd floor of Beijing Daxing Hotel, formally beginning the establishment of the national standard drafting group for "Process Control and Quality Inspection Methods for Gravure Printing of Plastic Flexible Packaging", and studied and discussed the various items of content.

1. The meeting determined that Jiangsu Caihua Packaging Group Co., Ltd. (Kunshan Zhangpu Color Printing Factory), Beijing Institute of Graphic Communication, Huangshan Novel Co., Ltd., Shanghai Zijiang Color Printing & Packaging Co., Ltd., the Gravure Printing Branch of the Printing Technology Association of China, Zhejiang Chengxin Packaging Material Co., Ltd., Hangzhou Songyu Printing & Packaging Co., Ltd., Hangzhou Dingzheng Printing & Packaging Co., Ltd., Bemis Dongguan Qiaomiao Packaging Co., Ltd., Beijing No. 3 Trademark Printing Factory, Hebei Tianlong Color Printing Co., Ltd., Shaanxi Beiren Printing Machinery Co., Ltd., Songde Machinery Co., Ltd., Ningbo Xinda Printing Machinery Co., Ltd., Shanxi Yuncheng Plate-Making Group Co., Ltd., Tianjin Jinggong Huahui Plate-Making Technology Development Co., Ltd., Beijing Luster LightTech Co., Ltd., Sichuan Vocational and Technical College of Industry and Commerce, Shenzhen Botai Printing Equipment Co., Ltd., and Bobst (Shanghai) Co., Ltd. are the drafting units for the national standard "Process Control and Quality Inspection Methods for Gravure Printing of Plastic Flexible Packaging".
2. The meeting determined that the drafters of the national standard "Process Control and Quality Inspection Methods for Gravure Printing of Plastic Flexible Packaging" will be determined at the next meeting.
3. The meeting determined that the members of the writing group for the national standard "Process Control and Quality Inspection Methods for Gravure Printing of Plastic Flexible Packaging" are: Hou Xiaoping, Xu Wencai, Cao Guorong, Ma Pingdong, Sun Hong, Zhong Huidin, Rong Huili, Qiao Yingzhe, Hu Hanjun, Zhang Dali, Du Min, Bo Rongsheng, Zhang Junfeng, Ping Yao, Liu Jingqi, Chen Junzheng, Sun Li, Li Xin, and Yu Yong. Hou Xiaoping was determined to be the group leader.
4. The meeting carefully studied and discussed the title, framework, and content of the national standard "Process Control and Quality Inspection Methods for Gravure Printing of Plastic Flexible Packaging".
5. The meeting determined that the title of the standard is set as: "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging".
6. The meeting determined that the formulation approach of the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" should take the gravure printing process control of plastic flexible packaging as its object and, based on GB/T7707-2008, standardize the gravure printing process and the key quality control points.
7. The meeting determined that the framework of the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" is: 1 Scope; 2 Normative references; 3 Terms and definitions; 4 Quality control requirements (4.1 Raw materials, 4.2 Equipment, 4.3 Tooling, 4.4 Process, 4.5 Operating specifications); 5 Inspection methods.
8. The meeting determined that the scope of the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" is: this standard applies to the quality control and inspection of the gravure printing process for flexible packaging films made of plastic substrates, and also applies to the gravure printing of plastic film labels.
9. The meeting determined that the printability indicators of substrates in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" include: wetting tension and its uniformity, heat shrinkage, tensile strength, coefficient of friction, thickness deviation, transparency, width deviation, tensile strength, and appearance. Substrates include: BOPP, PE, PET, CPP, BOPA, PVC, OPS, etc.
10. The meeting determined that the main indicators of ink in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" include: hue, tinting strength (GB/T13217.6), viscosity, fineness, fastness (GB/T13217.7), initial drying (GB/T13217.5), and surface tension (QB/T2024).
11. The meeting determined that the indicators of solvent in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" mainly refer to: purity and water content.
12. The meeting determined that tooling in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" refers to: gravure plates, doctor blades, and impression cylinders. For gravure plates, the press and publication industry standard "Quality Requirements and Inspection Methods for Electronically Engraved Gravure Plates" may be cited. Doctor blades are mainly steel belt doctor blades. Indicators related to impression cylinders will be compiled from survey data and then sent to everyone for comments.
13. The meeting determined that the item of gravure printing equipment in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" cites GB/T28383-2012 "Web-Fed Gravure Printing Press".
14. The meeting determined that the process indicators in the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" mainly include: temperature and humidity of the printing environment (other conditions to be supplemented), tension, oven temperature, exhaust air volume, doctor blade lines, tolerance range of spot color ink, and impression cylinder pressure.
15. The meeting determined that the first draft of the drafting group for the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" will be completed before the end of June 2014.
16. The meeting determined that the first working meeting of the drafting group for the national standard "Quality Control and Inspection Methods for the Gravure Printing Process of Plastic Flexible Packaging" will be held in July 2014, with the venue to be determined.
