In order to implement the spirit of the national conference on propaganda and ideological work, create a good atmosphere for the convening of the Third Plenary Session of the 18th CPC Central Committee, and effectively strengthen the administration of printing, reproduction and distribution, the relevant requirements are hereby notified as follows:

I. Unify thinking and raise awareness

All localities should conscientiously study the spirit of the national conference on propaganda and ideological work and deeply understand the connotation of the statement that "ideological work bears on the future and destiny of the Party, on the long-term stability and security of the country, and on the cohesion and centripetal force of the nation". Printing, reproduction and distribution are important links in the solidification and dissemination of ideological and cultural content, have a distinct ideological attribute, are an important frontline of ideological management, and are an important field for safeguarding cultural security. In the new era, the administrative system reform of streamlining administration and delegating power to lower levels is constantly deepening, the printing, reproduction and distribution industry is developing rapidly, and digital network technology is widely applied, which places higher demands on the administration of the printing, reproduction and distribution industry. Relevant administrative departments in all localities must clearly understand the important responsibilities they shoulder and the complex situation they face, open up their thinking, and do a good job in supervision with a high sense of responsibility and mission.

II. Improve mechanisms and focus on innovation

Combining daily inspections with surprise checks is a major measure to urge printing and reproduction enterprises to implement management systems such as letters of authorization, and to urge distribution units to improve the management system for the purchase and sale of publications. All localities should sum up experience, keep innovating, and gradually improve long-term management mechanisms. The following two points should be highlighted:

(1) Improve the network-based management and sharing mechanism and innovate management methods.

Shanghai, Jiangsu, Anhui, Guangdong, Shandong, Yunnan and other places have established a national printing and reproduction management network information system, realizing online verification of letters of authorization within their regions and relatively well solving the problems existing in the issuance and filing of letters of authorization. All localities should learn from this experience and speed up the construction of management information platforms. Beijing and Hebei have unique locations, and it is particularly urgent for them to implement network-based printing management. They should strive to make substantive progress in the first half of next year and realize interconnection between the two places as soon as possible. Other regions with the necessary conditions should also actively advance networked pilot programs. In addition, printing, reproduction and distribution administrative departments and comprehensive law enforcement departments should establish an information and data sharing mechanism, so as to achieve enterprise information sharing, mutual exchange of penalty information and consistent standards for rewards and punishments, thereby improving supervision results.

(2) Improve the team training and development mechanism and innovate grassroots work.

The printing, reproduction and distribution industry has many outlets, long lines and wide coverage, and the supervision problems and tasks are mainly at the grassroots level. All localities should, in conjunction with the ongoing educational practice activities of the Party's mass line, attach great importance to the work of strengthening the grassroots and laying a solid foundation, and effectively strengthen the ideological education and professional training of grassroots management personnel. The General Administration will organize training for personnel of provincial-level administrative departments in batches and for personnel of prefecture-level city administrative departments by region. All localities should draw up plans and organize, in batches, relevant management personnel of prefecture-level cities or key county-level cities within their jurisdiction to complete one round of training within two years. At the same time, they should go out and go deep, actively solve difficulties and problems for the grassroots frontline, and continuously enhance the combat effectiveness and cohesion of grassroots teams.

III. Dare to supervise strictly and seek practical results

Printing, reproduction and distribution are the main force in the development of the cultural industry. All localities should overcome the one-sided thinking of "valuing development over supervision", resolutely change the absent state of supervision work in which "correction is soft and no penalties are imposed", persist in grasping both aspects with firm hands, dare to draw the sword, and dare to grasp and dare to manage. They should strictly administer according to law, persist in abiding by the law, and enforce the law strictly.

(1) Strictly inspect key regions and continuously rectify frequently occurring violations.

On the basis of the graded and classified management of printing, reproduction and distribution, all localities should, in light of actual conditions, carry out key inspections with increased density and intensity on areas where publication printing enterprises and read-only optical disc reproduction enterprises are concentrated, areas where foreign-related printing and reproduction enterprises are concentrated, and areas where illegal and non-compliant acts occur frequently, as well as on publication wholesale markets and offline and online bookstores to which reports and clues point more often. They should continuously rectify frequently occurring violations such as printing publications without a printing and reproduction letter of authorization, printing internal-reference publications without a printing permit, illegally undertaking subcontracted printing and reproduction business, non-standard purchasing channels for publications, and the sale of illegal publications and pirated publications. While imposing serious penalties on non-compliant printing, reproduction and distribution enterprises, they should also place them on a "blacklist" for key supervision.

(2) Strictly implement systems and effectively strengthen the supervision of online bookstores.

All localities should conscientiously implement the provisions on the management of online bookstores in the "Regulations on the Administration of Publication" and the "Provisions on the Administration of the Publication Market". In accordance with the requirements of Article 36 of the "Regulations on the Administration of Publication" and Articles 17 and 27 of the "Provisions on the Administration of the Publication Market", they should strengthen the management of business activities such as engaging in publication business activities through information networks and providing publication online trading platform services, strictly control market access, and further implement the real-name registration and license display systems for online distribution units. They should strengthen interim and ex-post supervision of online bookstores, focus on intensifying the supervision and inspection of publication online trading platforms, and carry out centralized clean-up and rectification within a time limit for online bookstores that have no license or incomplete licenses. They should urge online bookstores to establish and improve the management system for the purchase and sale of publications and standardize business activities. They should intensify case investigation and handling; for those selling illegal publications, pirated publications and illegal overseas publications through online bookstores, they should investigate and punish each case as it is discovered, with no leniency.

(3) Strictly implement responsibilities and improve the law enforcement reporting and evaluation system.

All localities should adhere to the principles of territorial management and of whoever is in charge being responsible, implement the responsibility system and the accountability system, and ensure responsibility at each level and to each person. They should adhere to and improve the "National Printing and Reproduction Administrative Law Enforcement Reporting and Evaluation System", implement target-based assessment, and urge grassroots management personnel to enter enterprises, tour markets and handle cases, effectively changing the current passive supervision situation in which some management personnel "do not want to handle cases, dare not handle cases, and do not know how to handle cases". Regions that have implemented supervision work well and achieved results should be commended, and regions that have implemented management systems poorly or made false or concealed reports should be criticized, so as to further improve and perfect the supervision work system for printing, reproduction and distribution.

All localities should take the supervision of printing, reproduction and distribution as an important part of ideological management work. They should actively seek the support of local Party committee and government leaders. They should take the initiative to coordinate with relevant departments to strengthen cooperation and form a joint force. All localities should promptly report the problems encountered in the supervision of printing, reproduction and distribution and good practices and experience to the General Administration.
