According to the Measures for the Administration of National Printing and Reproduction Demonstration Enterprises formulated by the General Administration, the Department of Printing and Distribution Management organized an expert review panel composed of experts and scholars from government management departments, industry associations, technical equipment, and finance, taxation, and auditing fields, to review the applications of 65 enterprises submitted by 10 provincial-level press and publication bureaus.

Review of National Printing and Reproduction Demonstration Enterprises

I. Review Workflow

The expert panel first studied the Measures for the Administration of National Printing and Reproduction Demonstration Enterprises formulated by the General Administration, and further clarified that the review work should follow the purpose of establishing national printing and reproduction demonstration enterprises: to select key printing enterprises or enterprise groups that can truly play a guiding and radiating role in transforming the development mode, adjusting the industrial structure, and improving industry quality, and that have national influence and serve as exemplars. This is intended to further optimize the industrial structure, cultivate advantageous enterprises, accelerate independent innovation and technological progress, encourage energy conservation and emission reduction, advocate green printing, and guide the entire industry toward transformation and upgrading.

On the basis of studying the Management Measures, the expert panel discussed and formulated the Measures for the Review of National Printing and Reproduction Demonstration Enterprises. The Review Measures guided and standardized the entire review process, ensuring that the review was scientific, impartial, and fair.

The review went through three procedures: application qualification review, expert deliberation, and final review and determination.

1. Application materials review stage. The Printing and Reproduction Division of the Printing and Distribution Management Department classified and summarized the application materials of each applicant enterprise and reviewed the eligibility of applicant enterprises for the review. Enterprises that had received administrative penalties from press and publication administrative departments within the past three years were disqualified from participating in the review.
2. Expert deliberation stage. The review experts read, discussed, and deliberated on the application materials of the applicant enterprises. In light of the current actual situation of the industry, while adhering to the review conditions, the expert panel comprehensively considered some of the indicator requirements in the review conditions. Based on the overall situation of the applicant enterprises, the expert panel discussed and voted to determine the enterprises proposed for recommendation in this review.
3. Final review and determination stage. The leading group integrated the opinions from the materials review and the expert voting results to determine the final list of demonstration enterprises.

II. The Expert Panel's Deliberation Against the Conditions

The review experts discussed and deliberated on the application materials of the applicant enterprises. First, against the mandatory conditions for national printing and reproduction demonstration enterprises, they assessed the degree of compliance in six key areas:

1. Scale and efficiency. Whether the main economic indicators are among the top in the domestic industry; review reports showing profitability in the last three financial audit years; assess total assets and sales revenue separately. For printing enterprises, total assets of over RMB 300 million (over RMB 100 million for publication printing enterprises or digital printing enterprises), annual sales revenue of over RMB 500 million (over RMB 200 million for publication printing enterprises or digital printing enterprises). Considering growth enterprises with development potential, although they do not meet the above sales revenue indicator, if they have achieved total sales revenue of over RMB 1 billion in the past three years (over RMB 500 million for publication printing enterprises or digital printing enterprises), with an average annual growth rate exceeding 20%, and annual taxes paid of over RMB 10 million, they also meet the scale and efficiency indicator conditions. Experts assessed them according to the quantitative indicators for different types of enterprises.
2. Technical equipment. Whether key production equipment is at the advanced level of the industry, measured against the standards for advanced technical equipment and printing digitalization set forth in the conditions.
3. Innovation and R&D. The proportion of R&D investment in sales revenue; whether a national- or provincial-level enterprise technology center or R&D institution has been established; the number of granted patents and whether it ranks among the top in the domestic industry; whether there is substantive innovation and relatively mature innovation results in new product expansion, industrial chain extension, business model exploration, etc. (Among the applicant enterprises, 40 had granted patents, and 21 had 10 or more granted patents.)
4. Management system. Whether a standardized modern property rights system and scientific management mechanism have been established; whether relevant management system certifications have been obtained; whether product quality testing meets standards; whether a network-based enterprise management information system has been established; and the status of the enterprise's work safety management system, etc.
5. Green and environmental protection. Whether environmental management system and related green certifications have been obtained; whether the various raw and auxiliary materials used, energy conservation and emission reduction, etc. meet the standards specified in the conditions; whether publication printing enterprises have passed the national green environmental protection label certification. (Among the applicant enterprises, 46 passed quality and environmental management system certification.)
6. Talent team. Whether the enterprise has met the specified conditions for the proportion of personnel with a college degree or above or with intermediate or higher professional titles, and the proportion of technical personnel, and whether the enterprise has a strong management and technology R&D team.

On the basis of evaluating whether the applicant enterprises meet the conditions for national printing and replication demonstration enterprises, the evaluation experts held full discussions on the enterprises proposed for recommendation, and reached a consensus: first, the seriousness of the evaluation conditions must be upheld, for only by adhering to the principle of mandatory conditions set out in the Administrative Measures can correct guidance be formed and can the selected demonstration enterprises be more competitive and influential; second, proceeding from the reality of China's printing industry development and of the enterprises themselves, the evaluation conditions must be grasped comprehensively and accurately, and comprehensive consideration must be given to some of the indicator requirements in the evaluation conditions, so that enterprises can be evaluated objectively, fairly and impartially, and backbone printing enterprises with nationwide influence and a demonstration role can be selected, guiding the whole industry toward transformation and upgrading.

In light of the different types, different development characteristics and different growth stages of the 65 applicant printing enterprises, the evaluation experts held full discussions on how to grasp the evaluation conditions overall, ensure that the evaluation work is scientific, fair and impartial, and fulfill the purpose of establishing national printing and replication demonstration enterprises. A consensus was reached that several relationships must be handled well when grasping the evaluation conditions overall: 1. While comprehensively considering enterprises according to the evaluation conditions, attention should also be paid to the demonstration role of enterprises that rank at the forefront nationwide in green environmental protection, digital printing, innovative R&D, cultural creativity and other areas and that have made outstanding contributions to industrial transformation and upgrading; 2. While taking into account packaging and decoration, commercial bills, digital printing and other printed products printing enterprises, an appropriate preference should be given to publication printing enterprises; 3. While encouraging large state-owned printing enterprises to become demonstration enterprises, the demonstration role of enterprises of various economic types should also be taken into account.

On the basis of full discussion and evaluation, the evaluation experts conducted a secret ballot to determine the enterprises proposed for recommendation in this evaluation.

III. Characteristics of the First Batch of National Printing Demonstration Enterprises

In terms of standardized management, advanced technology, products, innovation and energy conservation, talent aggregation and honest operation, the first batch of demonstration enterprises truly play a demonstration role nationwide and have provided experience that can be drawn on in guiding the whole industry to achieve transformation and upgrading. They mainly have the following characteristics:

1. The overall strength of enterprises climbed, raising the level of industrial intensification. Among the enterprises selected into the first batch of demonstration enterprises, the highest total assets reached 4.2 billion yuan, and even the enterprise with the lowest total assets had total assets more than double the indicators specified in the conditions for demonstration enterprises. Seven of them had annual sales revenue of more than 1 billion yuan. Among the few listed printing enterprises in China, several listed enterprises such as Beijing Shengtong were selected as demonstration enterprises.

Demonstration enterprises not only played a leading and demonstrative role in adjusting the industrial structure, advancing technological innovation, strengthening refined management, building integrity systems and talent teams, undertaking overseas printing and processing business, and enhancing market competitiveness, but also set an example in strengthening corporate culture development and fulfilling corporate social responsibility, and their overall strength was significantly enhanced. For example, Heshan Astros Printing Co., Ltd. had total assets and annual sales revenue both above 2 billion yuan, and obtained multiple management system certifications, ensuring that the enterprise met standards in production, environmental protection, occupational health and safety, information security and other aspects. In 2011, its export value reached 2.58 billion yuan.

In this year's Third National Printing Industry Vocational Skills Competition, the winners in the offset printing and print finishing categories all came from demonstration enterprises, which reflects from one aspect the strength of skilled workers in demonstration enterprises and the results of strengthening talent team building and raising employees' skill levels.

1. Advancing green printing and being pioneers in doing a good job of ecological civilization construction. Demonstration enterprises adhere to the concept of green development, using environmentally friendly printing materials, energy-saving printing equipment, digital workflows, computer-to-plate technology, central ink supply systems, recycling and other technologies and processes, thereby enhancing their capacity for resource conservation in enterprise development and raising the industry's level of circular and low-carbon development; they are pioneers in achieving green printing across the whole industry and driving ecological civilization construction. Dongguan Jinbei Printing Co., Ltd. takes the 4R environmental protection principle as its core concept and comprehensively implements green measures in every detail of production and daily life, and has been praised by many peers who visited it as "the printing enterprise that implements green printing in the most systematic and comprehensive way we have ever seen."
2. Those who promote the integration of traditional printing with culture, science and technology and develop new cultural business formats. Among the printing demonstration enterprises, there is no shortage of explorers who seek to show how traditional printing enterprises can achieve transformation and upgrading in the development of cultural and creative industries; they drive scientific and technological innovation as well as operational and management innovation in their enterprises, vigorously advance the "Digital Printing and Printing Digitization Project," and become leaders in the printing industry's efforts to develop China's new economic and cultural industries. Artron Group's business model of "traditional printing + modern IT technology + culture and art" has explored a new development model for the prosperity of cultural and creative industries and turned the company into an art service organization providing high-quality printed artworks. Shanghai Quanhuantong Creative Design Co., Ltd., driven by creativity, has realized its transformation from a packaging enterprise into an integrated creative service provider, with an average annual sales revenue growth rate of 62.52% over the past three years. Shenyang Meicheng Online has vigorously advanced enterprise informatization, standardization and automation, opened up new printing fields, and achieved an average sales revenue growth rate of 50.56% over the past three years.
3. Exemplars of upholding reform and innovation, establishing a modern enterprise system, and achieving enterprise transformation and upgrading. The first batch of demonstration enterprises upheld reform and innovation, established a modern enterprise system, enhanced corporate vitality, and continuously improved product quality and enterprise operation and management, becoming exemplars for the printing industry in exploring the establishment of a modern enterprise system and realizing transformation and upgrading. In particular, several old state-owned enterprises of the "Xinhua" family set a model for the transformation and upgrading of state-owned enterprises. Jiangsu Phoenix Xinhua Printing actively advanced reform, enhanced the core competitiveness of the new "Xinhua" and new state-owned enterprise, and, through its independently developed process control software, integrated and innovated Asia's fully linked inkjet POD system; the company's sales revenue climbed year after year, with an average growth rate of 83.9% over the past three years. Hunan Tianwen Xinhua Printing persisted in deepening reform, actively adjusted its industrial structure, and went all out to advance technological upgrading and transformation; in 2011 its sales revenue was more than 16 times what it was at the beginning of the company's integration.

IV. Main shortcomings of the applicant enterprises that were not selected

1. Failure to meet the quantitative indicators of the mandatory conditions. Some fell short in economies-of-scale indicators, some in management system certification, and some in the possession of technological innovation and other aspects, failing to reach the standards stipulated in the conditions.
2. Omissions in filling out the forms; the status of the enterprise in major items was not covered in the application materials. Some enterprises did not provide audit reports, and in the economic indicators filled in by some enterprises, the relationship between gross industrial output value and sales revenue did not conform to economic laws, and so on.
3. Failure to provide the supporting documents that should have been provided. Some enterprises did not provide certification documents for the authorizations they hold. Some enterprises did not provide documentary proof of their management certification.

In the materials submitted by applicant enterprises this time, some materials lacked the opinions, signatures and seals of the prefecture/municipal-level competent departments of press and publication and the provincial-level competent departments of press and publication. During the review, experts were unable to determine whether the materials had passed prefecture/municipal-level verification and confirmation, or whether they had passed the provincial-level preliminary review.

V. Several issues to note in future applications

In 2012, the National Printing and Reproduction Demonstration Enterprises were evaluated. Some key enterprises above the designated size with relatively strong strength did not apply this time and are focusing on strengthening their development in various aspects. We believe that more backbone printing enterprises or enterprise groups that play a demonstration role nationwide will join the ranks of "National Printing Demonstration Enterprises." In future applications, attention should be paid to the following issues:

1. Strengthen the guidance of local competent departments of press and publication over the application work. Local competent departments of press and publication should guide the building of National Printing Demonstration Enterprises within their jurisdictions. After an enterprise submits its application, they should carefully complete the verification and confirmation by the prefecture/municipal-level competent department of press and publication and the preliminary review by the provincial-level competent department of press and publication.
2. When filling in the application form, enterprises should complete each item carefully, truthfully and without omission. In accordance with the requirements of the Measures for Administration, certain circumstances not stated in the form should be explained under item 10, "Other Content That Needs to Be Supplemented."
3. Submit audit reports as well as the corresponding certification documents and supporting materials.

As key printing enterprises above the designated size make continuous progress in transforming their development model, adjusting the industrial structure and improving the quality of the industry, and as their overall strength rises substantially; and as the evaluation, assessment and management mechanisms for National Printing and Reproduction Demonstration Enterprises are further improved, the guiding role and radiating effect of these demonstration enterprises will become clearly evident, the competitiveness of backbone printing and reproduction enterprises will be markedly enhanced, the industrial division of labor will be rational and regional development coordinated, forming a relatively complete modern printing and reproduction industrial system and making greater contributions to building our country into a world printing power!
