Новые достижения в стандартизации печати в период 11-го пятилетнего плана
Developing and revising 31 printing industry standards, establishing 8 printing standardization testing and promotion bases, setting up 3 printing standardization sub-technical committees, holding printing standardization development forums, and substantively participating in the formulation of post-press standards... On June 17, Li An, Secretary-General of the National Printing Standardization Technical Committee (hereinafter referred to as the National Printing Standardization Committee), delivered a speech at the "Hong Kong Summit — Printing Standardization," detailing the achievements of China's printing standardization work during the "Eleventh Five-Year" period.
During the "Eleventh Five-Year" period, under the leadership of the General Administration of Press and Publication and the Standardization Administration of China, the National Printing Standardization Committee devoted itself wholeheartedly to advancing standardization in the industry, bringing China's printing standardization cause to a new level. Li An said that the guiding ideology of "three orientations, three services" laid the foundation for implementing a new operating model for printing standardization, making standardization a topic of common concern and practice for both enterprises and the industry. The so-called "three orientations, three services" means "oriented toward enterprises, oriented toward the industry, oriented toward the market" and "serving enterprises, serving the industry, serving the market."
Building a standards development and revision platform
The pace of standards development and revision failing to keep up with market changes, along with a lack of funding for standardization work, are problems frequently encountered in standardization work. To break through these bottlenecks, the National Printing Standardization Committee adopted a market-oriented model to operate standardization work, boldly exploring and experimenting with enterprises.
According to statistics, during the "Eleventh Five-Year" period, the National Printing Standardization Committee completed the development and revision of 31 standards in total, with another 23 standards under development and more than 10 standards in the project initiation process; it completed 1 quality inspection public welfare scientific research project, with another 1 ongoing. These achievements are inseparable from the participation of enterprises. Li An said that enterprises' enthusiasm for participating in standards development and revision has been fully stimulated. The data bears this out: over the past five years, enterprise sponsorship for standards development and revision and standardization affairs reached several million yuan, and as many as 445 enterprise participations took part in the development and revision of various standards. According to incomplete statistics, over the past five years, 906 person-times of experts and technical workers participated in the development and revision of various standards.
Another entirely new operating model pioneered by the National Printing Standardization Committee is cooperating with backbone enterprises in different printing fields to establish printing standardization testing and promotion bases. Li An said: "During the 'Eleventh Five-Year' period, the National Printing Standardization Committee cooperated with 8 printing and related enterprises, including Artron, Beijing Duocai, Xingguang Group, Astros, Tianjin Toyo, C&C Joint Printing, Gold East Paper, and Hangzhou Yingtian, establishing 8 printing standardization testing and promotion bases." The bases have become an important supporting force for China's printing standardization work. Each base is actively carrying out various standardization tasks, and the base enterprises have become the backbone force in the formulation of industry standards and national standards.
Joining hands with associations and institutions
Establishing sub-technical committees
China's printing standardization level lags behind industry development on the whole, and many national standards urgently need to be developed and revised. If it relied only on the current printing standardization organizations and their work, it would take decades to complete the standards for the entire printing system. To change this situation, the National Printing Standardization Technical Committee proposed in 2008 to establish 3 sub-technical committees, hoping that capable associations and institutions would undertake the work of the secretariats.
Afterwards, following member solicitation and material preparation, the 3 sub-technical committees were reviewed by the General Administration of Press and Publication and formally approved by the Standardization Administration of China, each responsible for developing and revising national standards in their respective printing fields. Li An said that the secretariat of the Screen Printing Sub-Technical Committee is undertaken by the China Screen Printing and Graphic Imaging Association, while the secretariats of the Book and Periodical Printing Sub-Technical Committee and the Packaging Printing Sub-Technical Committee are jointly undertaken by the Shenzhen Printing Industry Association and Shenzhen Polytechnic.
Participating in standards formulation
For a long time, the group leaders (conveners) of the various working groups of the ISO Technical Committee for Graphic Technology (ISO/TC130) were all held by personnel from developed countries such as Germany, the United States, and the United Kingdom. Although China has been a member of ISO/TC130 for 20 years, it was unable to substantively participate in its work for a long time. During the "Eleventh Five-Year" period, this situation changed. In 2009, the National Printing Standardization Committee hosted the 23rd ISO/TC130 Annual Meeting in Beijing, and during the annual meeting successfully held the "ISO/TC130 in China — Printing Standardization Development Forum."
The annual meeting also adopted a resolution agreeing that China would take the lead in establishing a new postpress working group, with China assuming the roles of chair and secretariat of the group. The postpress working group was listed as Working Group 12 (WG12) within ISO/TC130, and after a year of painstaking work it was formally established. The establishment of the working group received strong support from the Beijing Printing Society, Heidelberg Printing Design (Shenzhen) Co., Ltd., Heshan Astros Printing Ltd., the Hong Kong Printing Technology Research Centre and the Hong Kong Design Institute, as well as cooperation and support from the standardization organizations and experts of Brazil, Switzerland, the UK, the US, Germany, Japan, Sweden and other countries. The formation of the postpress working group marks the beginning of China's printing industry's substantive participation in standardization affairs, and signals that China's printing industry will shoulder greater responsibility within printing standardization organizations.
Li An said that ISO/TC130 has now allocated standard numbers (ISO/PWI16762, ISO/PWI16763), and He Xiaohui, convener of the postpress working group, is organizing domestic and international experts to carry out the relevant work. In June 2010, upon review by the General Administration of Press and Publication and the Standardization Administration of China, 12 Chinese experts were registered as ISO/TC130 experts.
